About Pinemount Developments
Pinemount Developments Ltd. is a Southern Ontario-based developer of purpose-built rental apartment buildings, typically 170–200 units, held long-term (30+ years) and self-managed across the full lifecycle: land acquisition, rezoning, design, construction, and ongoing operations. Construction is delivered through our sister company Verdicon, and completed buildings are operated by our sister company Holt Meadow. We build best-in-class rental product, and every design and technical decision is weighed against five lenses: design aesthetic, constructability, resident experience, durability, and operational requirements.
Position Overview
We are looking for a Development Manager to lead the day-to-day execution of approximately two active development projects from due diligence and entitlement through design, permitting, construction and operational handover. This is a hands-on role: you will be in front of consultants regularly, driving design decisions, coordinating drawings, and holding the budget and schedule together. You will report to the Director of Development and work closely with Verdicon on construction coordination and Holt Meadow on operational handover.
Key Responsibilities
- Act as development lead on approximately two concurrent projects (170–200 unit purpose-built rental buildings), owning the process from design development through site plan application, building permit, and construction completion.
- Support due diligence on new acquisitions (zoning and planning review, feasibility input, and underwriting support), working alongside the Acquisitions Team.
- Procure, lead and coordinate the multidisciplinary consultant team (architect, structural, mechanical/electrical, civil, landscape, planner)
in a hands-on capacity, pushing design toward resolution rather than simply monitoring progress.
- Apply a keen eye for design and the five-lens framework (design aesthetic, constructability, resident experience, durability, operational requirements) to design development and value-engineering decisions.
- Build and maintain project development budgets, cash flows and cost forecasts, and contribute development assumptions to acquisition and investment underwriting.
- Prepare monthly investor reporting packages covering budget status, schedule, key risks, and milestones achieved.
- Coordinate drawing sets across all disciplines to ensure constructability and inter-disciplinary consistency ahead of permit submission and construction issue-for-construction sets.
- Manage the municipal approvals process, including site plan applications, rezoning/Official Plan Amendment coordination where applicable, and building permit submissions, as liaison with municipal planning and building staff.
- Partner with Verdicon to maintain owner-side oversight through preconstruction and construction, including budget handoff, tender review, RFI resolution, change order review, and schedule tracking.
- Partner with Holt Meadow on design decisions that affect long-term operations, including unit mix, amenity programming, materials, and the turnover/handover process from construction to property management.
- Manage consultant contracts, fee proposals, and invoicing through each project's lifecycle.
- Identify project risks (schedule, budget, entitlement)
proactively and escalate to the Director of Development with recommended mitigation.
Qualifications & Experience
- Bachelor’s degree in civil, structural, mechanical or building engineering from an accredited
Canadian institution.
- 5-8 years of experience in residential or multi-residential development, construction management, or a closely related field.
- Working knowledge of the Ontario development approvals process: rezoning/OPA, site plan control, and building permits.
- Demonstrated ability to build and manage complex development budgets and pro formas.
- Strong design sensibility, with the confidence and judgment to give direction to architects and consultants rather than simply relay their output.
- Excellent written communication skills, with experience producing clear, concise reporting for investors or senior leadership.
- Comfortable managing multiple concurrent projects and competing priorities across different municipalities.
- Valid driver's license and willingness to travel regularly from head office in North York to project sites in Peterborough, Scarborough, and Kitchener.
Technical Skills / Tools
- Financial modelling: proficiency in Excel.
- Construction and project management: working knowledge of Procore and MS Project.
- Drawing review and coordination: proficiency in Bluebeam.
