BC Housing is a provincial Crown Corporation that develops, manages and administers a wide range of subsidized housing options for those most in need across the province to address critical gaps across the housing continuum ranging from emergency shelter through to rent assistance in the private market and affordable home ownership. ($127,112 - $149,543 Annually)

POSITION SUMMARY

Reporting to the Vice President, Strategy and Innovation, the Director, Data Strategy and Process Improvement provides strategic and operational leadership to transform BC Housing’s data environment into a trusted, integrated, and decision-enabling asset. The position leads the delivery of enterprise data planning and data management services that support effective data sharing, informed decision-making, improved service delivery,



and public accountability across BC Housing (BCH), its shareholder, and sector partners. The role provides enterprise direction and oversight to align data priorities, support consistent data governance practices, manage data-related risk, and build data literacy capability across the organization to enable a data centric workforce.

The position also provides strategic leadership for enterprise-wide process improvement and organizational effectiveness initiatives, including establishing governance, frameworks, methodologies, and capability required to advance enterprise-wide process optimization to support the achievement of strategic objectives. The role serves as a trusted advisor to senior leadership by providing strategic insights, recommendations, and oversight to enable evidence-based decision-making, foster a culture of continuous improvement, and strengthen the BCH’s long-term organizational capabilities and institutional effectiveness.

CANDIDATE PROFILE The successful candidate will have the following:

EDUCATION & EXPERIENCE:

- Master’s degree in Data Science, Information Management, Computer Science, Public Administration, Business Administration, or other relevant fields.
- Extensive experience in data governance and management, analytics, operational engineering, process improvement and/or digital optimization in a large, complex public sector organization.
- Considerable experience leading enterprise-wide data transformation involving legacy systems and fragmented data environments, including establishing and operating data governance frameworks in a federated or matrixed organization.
- Or an equivalent combination of education, training and experience acceptable to the Employer.
- Criminal Record Check (Tier 1) Required

KNOWLEDGE, SKILLS AND ABILITIES:

- Extensive knowledge of enterprise data governance, data architecture, and modern data management practices.
- Considerable knowledge of analytical methods, business intelligence, and emerging technologies that support data management including cloud platforms and artificial intelligence.
- Considerable knowledge of privacy, security, records management, and regulatory requirements applicable to public sector data.
- Considerable knowledge of process improvement principles, theories, methodologies, and tools.
- Excellent leadership, communication, presentation and interpersonal skills.
- Proficient in the use of Microsoft Office and relevant software.
- Stakeholder engagement, influence, and negotiation skills in complex environments.
- Program and change management skills across multiple lines of business.
- Excellent strategic leadership skills to manage complex,



multi-stakeholder process improvement initiatives.
- Ability to design and lead performance improvement initiatives.
- Ability to learn and understand the departmental policies and procedures and BC Housing’s mandate and programs
- Ability to translate technical concepts into clear business and policy insights.
- Ability to lead through ambiguity and drive sustained organizational change.
- Ability to balance enterprise standards with local operational realities.
- Ability to build trust in data as a credible foundation for decisions and public accountability.
- Ability to work successfully with executive leaders and governing bodies to influence strategy and organizational change.

This created position is subject to the provisions of article 3.2 of the BCGEU Administrative/Clerical Division collective agreement. This article requires the employer and the BCGEU to reach a mutual agreement as to the exclusion status of the position which is currently outstanding. The permanent excluded status of this position remains outstanding and may be established as a BCGEU position. Pay, benefits, and terms of conditions of employment may be affected by this change.
