HSE Manager

Reports To: General Manager, Flatstone Construction Limited Partnership

Location: Saskatoon office (Saskatoon, SK), with regular travel to project and site locations

Schedule: Monday to Friday, with regular travel to remote project and mine sites (including fly-in/fly-out rotations) as required

Job Summary:

Reporting to the General Manager, the HSE Manager owns the design, implementation, and continuous improvement of Flatstone’s health, safety, and environmental (HSE) programs, ensuring compliance with Saskatchewan occupational health and safety legislation, client site requirements, and industry best practices across Flatstone’s construction and remote/mine-site operations.

The HSE Manager builds and sustains a strong safety culture across a unionized, multi-site workforce, and acts as the primary link between site-level safety personnel, project teams, and senior leadership. This is a hands-on role suited to a safety leader who is equally comfortable auditing a job site, investigating an incident, and advising executives on risk.

Key Responsibilities:

HSE Program & Strategy

- Develop, implement, and maintain Flatstone’s HSE management systems, policies, and procedures.
- Establish and track leading and lagging HSE indicators (KPIs), reporting trends and risks to the General Manager and senior leadership.
- Maintain and advance Certificate of Recognition (COR) status, including internal audits and coordination of external audits.
- Lead annual HSE planning, budgeting, and program prioritization in partnership with company leadership.
- Stay current on regulatory changes across Saskatchewan and client jurisdictions, updating programs accordingly.

Site Safety Oversight & Compliance





- Provide functional oversight and mentorship to site safety coordinators and supervisors across Flatstone’s project and mine-site locations.
- Conduct and oversee site inspections, safety audits, and hazard assessments across construction and remote/fly-in-fly-out sites.
- Ensure compliance with client-specific site requirements (including Cameco site standards at Cigar Lake, Key Lake, McArthur River, and Denison-Wheeler River) as well as Saskatchewan OHS regulations.
- Standardize orientation, permitting, and pre-task hazard assessment practices across sites.
- Act as primary liaison with client HSE representatives, regulators, and other external safety stakeholders.

Incident Management & Investigation

- Lead investigation of incidents, near misses, and WCB claims, identifying root causes and corrective actions.
- Maintain incident tracking and reporting systems, ensuring timely reporting to regulators and clients as required.
- Support Workers’ Compensation Board (WCB) claims management, reconsiderations, and return-to-work planning in partnership with HR.
- Escalate significant HSE risks and incidents to the General Manager with clear recommendations.

Training, Culture & Leadership Development

- Develop and deliver HSE training programs for employees, supervisors, and leadership, including supervisor-level safety leadership training.
- Champion a strong safety culture across a unionized, multi-site workforce, including remote and fly-in/fly-out crews.
- Partner with Operations and Project Delivery Managers to embed safety accountability into daily site operations.
- Build HSE capacity across Flatstone, including hiring, developing, and mentoring site safety staff as the group grows.

Qualifications:

- NCSO (National Construction Safety Officer) or CRSP (Canadian Registered Safety Skilled) designation required; equivalent combination of education and experience considered.
- 7+ years of progressive HSE experience, including experience leading a safety function.




- Experience in construction, mining, or other project-based, remote-site industries strongly preferred.
- Working knowledge of Saskatchewan Occupational Health and Safety legislation and Certificate of Recognition (COR) requirements.
- Experience supporting unionized, fly-in/fly-out, or remote-site workforces is an asset.
- Experience building HSE programs or functions from the ground up is an asset.
- Valid driver’s license and willingness to travel regularly to remote project and mine sites.
