Waypoint Centre for Mental Health Care is a 321-bed academic and teaching hospital that provides specialized mental health, addiction and geriatric care. Located on the shores of Georgian Bay, we serve some of the most complex and disadvantaged individuals in Ontario and are the sole provider of high-secure forensic mental health services in the province.
The Vice President, Medical Affairs & Executive Lead Seclusion and Restraint Reduction is currently seeking a Policy, Data and Performance Lead, Reducing Restrictive Practices. The purpose of the position is to provide leadership and subject-matter expertise in policy, data use, restraint and seclusion review, and external partnership components of Waypoint's ongoing multi-year organization-wide continuous quality improvement strategy to reduce patient exposure to restraint and seclusion where safe to do so. The strategy aims to support ongoing quality improvement in patient outcomes and experience, staff safety and experience, workforce wellbeing, and equity.
The Lead is accountable for creating supports (e.g. documentation tools, policies, etc.) that enable care teams, with each individual patient and specific to their risk profile and circumstances, to reduce reliance on seclusion and restraint through approaches that promote and rely upon patient, staff and public safety. The role supports the planning, implementation, evaluation and long-term sustainability of the assigned portfolio, providing expertise in policy, data and performance measurement.
The role collaborates with the Executive Sponsors, Project Lead, Change Manager, and Project Manager to support effective decision-making, monitor progress and contributes to ongoing evaluation and continuous quality improvement. The Lead builds organizational capability in policy development, data use, restraint and seclusion review, performance measurement, and external partnerships, and provides subject-matter expertise and advice to leaders and the project team to support evidence-informed practice and decision-making.
KEY ACCOUNTABILITIES:
Your key responsibilities will include, but are not limited to:
- Lead the policy, data use, restraint and seclusion review, external partnerships, and performance activities within Waypoint's organization-wide quality improvement strategy, aiming to reduce the use of restrictive practices where safe to do so.
- Develop and maintain processes, tools and measures that support accountability, performance monitoring and informed decision-making.
- Translate strategic priorities and organizational objectives into measurable outcomes, plans and deliverables for the assigned portfolio.
- Provide guidance and expertise to the project team and supportive resources assigned to the portfolio on policy, data and performance activities
- Provide subject-matter expertise and advice to leaders and project team on, policy, data use, restraint and seclusion review, external partnerships, emerging risks and opportunities.
- Lead the development and phased implementation of key policies, data use and reporting tools, performance measures, restraint and seclusion review, and external partnership activities to support the goals of the project.
- Contribute to the project charter, implementation plan and roadmap, and deliverables for the assigned portfolio.
- Work collaboratively with the Project Lead, Reducing Restrictive Practices, Change Manager, physicians, nursing leaders, Professional Practice, Quality, Security and operational leadership to integrate policy, data and performance considerations into project planning and implementation.
- Support the integration of policy, data use, restraint and seclusion review and external partnership priorities into strategic planning, quality improvement, patient safety and operational planning.
- Develop and support the implementation of organizational policies, standards and clinical practice recommendations that support and enable care teams, with each individual patient and specific to their risk profile and circumstances, to reduce restrictive practices where safe to do so.
- Identify and assess risks within the assigned portfolio and support the development of mitigation strategies, in collaboration with the project team.
- Prepare briefing notes, reports and presentations related to the assigned portfolio.
- Represent Waypoint with provincial, regional and sector partners on policy, data use and external partnerships related to restrictive practice reduction, and position Waypoint as a leader in restrictive practice reduction and knowledge translation.
- Build strategic partnerships with external organizations, experts and system partners to advance evidence-informed practice.
- Support patient, family and lived-experience engagement in policy, data and restraint and seclusion review activities, in coordination with the Project Lead, Reducing Restrictive Practices and the Change Manager.
- Collaborate with Project Lead, Reducing Restrictive Practices and Change Manager to ensure policy, data and review supports are aligned with implementation needs.
- Support resource planning and monitoring for assigned activities, including budget tracking and coordination of project resources, as applicable.
- Analyze quantitative and qualitative data to identify trends,
assess progress, inform recommendations and support continuous improvement.
- Translate data and performance information into clear, meaningful insights for leaders, teams and project stakeholders.
- Support evaluation, sustainability planning and transition of successful practices into routine operations, in coordination with the Project Lead, Reducing Restrictive Practices and Change Manager.
REQUIREMENTS/QUALIFICATIONS:
- Bachelor’s Degree in a related field
- Master’s degree in healthcare administration, policy, data analytics, or related field preferred
- Training/certification in policy development, data governance, implementation science, project management or quality improvement preferred
- Registration in good standing with applicable regulatory college where required
- 3-5 years of progressive leadership experience in healthcare
- Experience supporting or leading complex organization-wide transformation initiatives preferred
- Clinical experience working in an inpatient forensic setting or a complex healthcare/hospital workplace preferred
- Experience developing and implementing, policy, data, performance measurement or evaluation processes, frameworks or tools preferred
- Demonstrated knowledge of healthcare, quality improvement and evidence-informed practice; knowledge of recovery-oriented and trauma-informed approaches
- Understanding of restrictive practice reduction frameworks and evidence-informed care
- Demonstrated experience with project and change management methodologies, as well as quality improvement, implementation science and performance measurement
- Strong skills in policy development, data governance, data stewardship and performance measurement
- Skilled in strategic planning and organizational development principles
- Strong leadership, facilitation and influencing skills
- Understanding of resource planning and budget monitoring
- Advanced facilitation, negotiation and conflict resolution skills
- Excellent written, verbal and presentation skills
- Strong analytical skills, including the ability to interpret quantitative and qualitative data and translate findings into meaningful insights and recommendations
- Demonstrated ability to work collaboratively with and through others, developing coalitions by building effective partnerships and networks across a wide range of partners to achieve results, mobilize knowledge and navigate complex organizational environments, consistent with the LEADS framework
- Preference for proficiency in French/English language skills
