PURPOSE: Reporting to the Housing Project Advisor, this position supports the planning, design, tendering, construction supervision, commissioning, and warranty phases of assigned housing projects. The Project Advisor coordinates project activities, communicates with internal and external partners, tracks project progress, and supports timely completion of deliverables. This is a full time permanent position working primarily in the office, with moderate local travel required.
COMPENSATION AND BENEFITS: Cowichan Tribes offers excellent health and dental benefits and pension plan, with benefits eligibility beginning after one month of employment and pension plan eligibility after three months. The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $40.67-$43.12 per hour ($74,013.54- $78,473.42 annually).
RESPONSIBILITIES:
- Maintain open, consistent, and timely communications with consultants, Cowichan Tribes administration, Cowichan Tribes citizens, government representatives and regulatory agencies regarding assigned projects
- Promote a positive and culturally safe environment for community members accessing services
- Participate in the planning and execution of assigned projects and initiatives to support timely completion of deliverables.
- Support the resolution of straightforward issues and escalate matters to the supervisor when required.
- Support in moderately complex initiatives such as policy reviews, process updates, or departmental projects
- Conduct research, industry scans, case studies, etc. to analyze data to support recommendations to improve policy effectiveness or resolve policy application challenges
- Track and report on project milestones, budget, and outcomes
- Provide support to private homeowners for the purpose of advising on building code compliance,
property condition assessments, and other assigned projects
- Monitor ongoing programs and construction, new builds, CMHC new Section 95 housing, CMHC RRAP, ISC renovations etc.
- Administer contracts and agreements and monitor the ongoing appropriateness and status of contract documents.
- Review contract documents and make recommendations to the Sustainable Housing Project Advisor
- Issue, review and approve change orders based on appropriateness of content, cost, credit etc.
- Coordinate with consultants, contractors, subcontractors and/or suppliers as required
- Monitor and maintain accurate records for project documentation and financial transactions
- Prepare and submit required documents and reports
- Coordinate and attend community, department and committee meetings as required
- Other related duties as required
EDUCATION AND EXPERIENCE: (please attach all required documents)
- Post-secondary education in Project Management, Construction Management or related field,
- Technical certification or training in construction or a related field is considered an asset
- 3 years of experience in construction project coordination/management
- A combination of education and related experience may be considered
- Experience working within or alongside Indigenous communities is an asset
- Eligible for membership in Applied Science Technology & Technicians of BC or equivalent is an asset
- Completion of construction, technology courses, and/or supervisory training is an asset
- Satisfactory Criminal Record Check required
- Valid Class 5 BC driver’s license and reliable vehicle required
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge and understanding of Cowichan Tribes culture, land, traditions and the Hul’q’umi’num’ language or a willingness to learn
- Knowledge of historical and current challenges facing Indigenous communities
- Knowledge of Cowichan Tribes internal departments, programs and internal databases
- Knowledge of project planning, coordination and evaluation methods
- Knowledge of budgeting, procurement, contract administration and financial tracking processes
- Knowledge of funding programs, including CMHC and Indigenous Services Canada programs
- Knowledge of construction methods, infrastructure, engineering projects, building codes & standards and construction trades
- Well-developed written, oral and interpersonal communication skills
- Demonstrated planning, analytical and organizational skills
- Leadership abilities, including strong negotiation and conflict resolution skills
- Proficiency with Microsoft Office Suite programs, including Microsoft Projects, One-Note or other project management tools and software
- Ability to take initiative, possess good judgment, work well independently and as part of a team
- Ability to manage multiple priorities, projects and deadlines in a fast-paced environment
- Ability to represent Cowichan Tribes in a respectful and professional manner
- Ability to maintain professionalism, confidentiality and sound judgment in sensitive situations
- Ability to communicate and work respectfully with community members, contractors, staff and external partners
