Our client, a well established pipeline contractor based in the Fraser Valley, BC, has provided pipeline construction, integrity, maintenance, and right-of-way management services across British Columbia and Alberta for decades. Due to an internal promotion, they are seeking an experienced Proposal Specialist to join their Estimating Department and take ownership of take ownership of the proposal and technical writing process.

This is a remote position; however, candidates should be located within approximately three hours of the Fraser Valley and available to attend the office when required.

Key Responsibilities:

- Lead the development of technical proposals, execution plans, construction methodologies, and tender submissions.
- Work closely with the Estimating Manager, Estimators, Project Managers, Construction Managers, and Superintendents.
- Gather technical information from project teams and translate it into transparent, accurate, and persuasive submissions.
- Review bid documents and identify proposal requirements, risks, gaps, and missing information.
- Coordinate proposal content, schedules, responsibilities, reviews, and final submissions.
- Develop and maintain proposal templates, project profiles, resumes, and other supporting materials.
- Ensure submissions are technically accurate, compliant, professionally presented, and completed on schedule.
- Manage multiple proposals and deadlines while maintaining strong attention to detail.

Ideal Candidate Requirements:

- Strong experience in proposal writing or technical writing within the construction industry.
- Experience supporting oil and gas, pipeline and facility construction, EPC,



heavy civil, or industrial projects.
- Demonstrated experience developing technical proposals, execution plans, construction methodologies, and tender submissions.
- Ability to understand how construction work will be executed and communicate technical information clearly.
- Comfortable engaging with Estimators, Project Managers, Construction Managers, and Superintendents to gather information and identify gaps.
- Strong writing, editing, research, organization, and document-management skills.
- Ability to manage multiple deadlines and coordinate input from various internal stakeholders.
- Proficiency with Microsoft Office, particularly Word, Excel, AI tools, and PowerPoint.
- Ideally located within approximately three hours of the Fraser Valley, BC, with the ability to attend the office when required.
