Department mission

The mission of the Culture, Sports, Leisure and Community Development Department is to improve quality of life by promoting accessibility, participation, and integration of all citizens through the provision of excellent community, cultural, sports and recreational facilities, activities, and services.

Responsibilities and goals associated with the position

Reporting to the City Manager, the incumbent manages the services and programs offered in Pointe-Claire's recreational facilities such as the libraries and the cultural, aquatic, sports and nautical centers. They also manage the competitive sports clubs, the seniors aid program and all recreational events. In collaboration with their management team, they are responsible for developing and planning, organizing, controlling and managing all of the services offered to the community in terms of culture, sports, leisure and community development in accordance with decisions made by the City Council. They also play a strategic advisory role to the City Manager's Office on all matters relating to the directions, policies, partnerships and financing of their sectors of activity.

The jobholder's responsibilities are as follows:

- Promote a vision and direction in line with the City's strategic planning and define guidelines to facilitates its implementation.
- Exercise decision-making leadership focused on results and the achievement of objectives.
- Mobilize resources and ensure organizational stability in a context of change.
- Be able to form effective teams.
- Act as a coach to her or his management team.




- Carry out responsibilities in a transparent manner and in compliance with a high-level regulatory framework.
- Continue and improve the shift already undertaken to optimize the management of services while preserving a very focused customer-oriented approach.
- Implement performance indicators with a constant focus on achieving efficiency objectives.
- Maintain sound, efficient and accountable management.
- Set up and initiate continuous improvement processes.
- Maintain close exchanges with external customers and business partners.
- As part of the activities in department, represent the City of Pointe-Claire to the public, community, sports and cultural organizations and partners, government departments and agencies, as well as school, health and business communities.
- Adapt the City's service offerings to match the objectives and orientations defined by the City Council.
- Establish close relationships and maintain excellent relations with all internal and external stakeholders.
- Perform all other related tasks.

Requirements

- Bachelor's degree in business administration or a related field. A postgraduate diploma or the title of CA, CPA, CGA or CMA are considered assets.
- 10 to 15 years of related experience is required for this position.
- Experience in the municipal sector and knowledge of legislation applicable to the municipal sector will be considered an asset.
- Demonstrate a strong commitment to customer service.
- Positive knowledge of French and English in order to be able to carry on a conversation, lead a workshop, participate in a work meeting or write short texts and internal reports. The City has the necessary translation services to produce bilingual documents.
