Position Overview The Kitasoo Xai’xais Representative Liaison serves as a dedicated advocate and support person for Kitasoo Xai’xais children, youth, and families involved with child and family services systems—including provincial authorities, delegated agencies, and external service providers. The Liaison ensures that the rights, voice, culture, and needs of Kitasoo Xai’xais members are upheld in all planning and decision-making processes that affect them.

This role strengthens communication and coordination between the Nation, families, and external child welfare systems, ensuring that Kitasoo Xai’xais laws, values, and protocols are respected. The Liaison provides guidance, advocacy, cultural support, and system navigation for families while supporting the Nation’s inherent right to care for its own children and to advance its transition toward its own CFS legislation under Bill C-92.

Key Responsibilities

Advocacy & Family Support

- Support Kitasoo Xai’xais families navigating the child welfare system, ensuring they understand their rights, processes, and available supports.
- Advocate for culturally grounded, family-centered decision-making in all meetings, court processes, and planning discussions.
- Attend case conferences, family meetings, court hearings, and planning sessions to represent Nation interests and ensure culture-led approaches.
- Provide emotional support, referrals, and system navigation assistance to parents, caregivers, and extended family.

Nation Representation & Coordination

- Act as a primary point of contact between Kitasoo Xai’xais Nation and MCFD/delegated agencies, ensuring timely communication and transparent information sharing.
- Ensure the Nation is invited to and included in all statutory meetings involving member children and families.
- Communicate Nation values, expectations, protocols, and cultural considerations to external agencies.




- Ensure that the Nation’s jurisdiction, emerging CFS laws, and community expectations are recognized and upheld.
- Provide supervision to the Post-Majority Navigator

Cultural & Community Connection

- Facilitate cultural involvement for children and youth placed outside the community, including cultural plans, connections with family, and opportunities for land-based or community-based engagement.
- Work with Elders, Knowledge Keepers, and Wellbeing Services to ensure representation is grounded in Kitasoo Xai’xais teachings.
- Support reunification efforts by strengthening relationships, connections, and cultural identity.

Case Monitoring & Information Management

- Track and monitor all Kitasoo Xai’xais children and youth involved with the child welfare system, regardless of placement location.
- Consult and collaborate with the Practice Framework Expert on case management as required
- Maintain accurate, confidential case notes, files, and summary reports.
- Prepare reports, statistics, and updates for leadership and funding partners.
- Monitor placement stability, permanency planning, and cultural plans.

Collaboration & Nation Development

- Work closely with the Child & Family Services team, Wellbeing Services, Education, Health, and other departments to support coordinated approaches.
- Participate in Nation-led jurisdiction and reform initiatives, including policy development, community engagement, and C92 implementation planning.
- Support community events, prevention programs,



and family wellness initiatives as requested.
- Participate in clinical supervision with the Practice Framework Expert

Qualifications Education & Experience

- Diploma or degree in Social Work, Child & Youth Care, Indigenous Studies, Social Services, or related field preferred.
- Experience working in child and family services, Indigenous family advocacy, or case management roles.
- Equivalent combinations of education, lived experience, community knowledge, and training will be considered.

Knowledge & Skills

- Strong understanding of the child welfare system, including MCFD processes, legislation, and Indigenous child welfare reforms.
- Knowledge of the impacts of colonization, intergenerational trauma, and Indigenous rights under Bill C-92.
- Familiarity with Kitasoo Xai’xais culture, community structure, values, and teachings.
- Robust communication, advocacy, and conflict resolution skills.
- Ability to build trusting relationships with families, external partners, and Nation leadership.
- High level of professionalism, discretion, and ability to handle sensitive information.

Additional Requirements

- Clear Criminal Record and Vulnerable Sector Check.
- Valid Class 5 BC driver’s license (or willingness to work toward obtaining one).
- Willingness to travel and participate in training, cultural activities, and community events.
- Respect for confidentiality, privacy, and community governance protocols.

Working Conditions

- Full-time position, based in Klemtu or with travel to community as needed.
- Work includes office-based responsibilities, home visits, meetings with families, virtual coordination with off-community agencies, and representation in external meetings.
- Occasional evening or weekend work may be required based on family or system needs.

Salary: $40.00 per hour plus 20% benefits. $72,800.00 annually.
