This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Under the direction of the school-based services supervisor and school linked behavioral health lead, this position provides statewide leadership and oversight for the technical, fiscal, operational, and program integrity functions of School Linked Behavioral Health grants and contracts. The position advances Minnesota’s capacity to prevent and treat mental health and substance use disorders among children and adolescents through the development, implementation, and oversight of school-linked behavioral health services and systems.

The incumbent oversees all phases of grants and contracts administration, including pre-award, award, monitoring, compliance, fiscal oversight, and closeout activities in accordance with state and federal laws, OMB Uniform Guidance, Office of Grants Management (OGM) policies, and Department of Human Services (DHS) procedures.

Responsibilities include managing Requests for Proposals (RFPs), contract development and amendments, budget oversight, monitoring activities, site visits, invoice and financial review, program evaluation, corrective action planning, and technical assistance to grantees and stakeholders.

This position serves a key role in maintaining program integrity by implementing compliance monitoring, risk assessment, quality assurance, fiscal accountability, audit readiness, and continuous improvement activities to ensure effective stewardship of public funds and achievement of program outcomes.

The incumbent collaborates with Behavioral Health Administration staff, school districts, Tribal governments, community providers, state agencies, and other stakeholders to strengthen behavioral health infrastructure and improve access to mental health and substance use disorder services in school settings throughout Minnesota.

Domain Of Responsibilities Includes

- Lead and administer all phases of the programmatic, technical, fiscal,



and program integrity functions of School Linked Behavioral Health grants and contracts in compliance with state procurement laws, federal grant requirements, OMB Uniform Guidance, and DHS policies and procedures. Responsibilities include grant development, contract administration, fiscal oversight, compliance monitoring, risk assessment, program evaluation, corrective action planning, and continuous quality improvement activities.

- Coordinate technical, operational, and fiscal activities related to School Linked Behavioral Health initiatives and collaborate with internal and external partners to support effective behavioral health service delivery in schools.
- Develop and administer statewide grant-program budget criteria for three-to-five-year grant funding cycles to achieve legislative and policy goals within the limits of state and federal funding availability and legal requirements.
- Maintain required and assigned training, certifications, and professional development activities necessary to ensure compliance with agency, state, and federal requirements and support effective performance in grants management, program integrity, and behavioral health program administration.

Two (2) years of experience demonstrating expertise with government grants and/or contract competencies.

Experience Must Clearly Demonstrate

- Strong understanding of core contract and/or grant management standards and practices that include managing RFPs.
- Working understanding on the school-linked behavioral health grant programs.
- Understanding of grant knowledge roles and relationships of county, tribal, state, and federal governments.
- Knowledge of government grants and contracts including drafting and monitoring.
- Data research skills are sufficient to identify best practices, abnormalities and track measurable results.
- Program and project management skills also include tracking grant budgets and presenting program efforts.
- Bachelor’s degree in social work, psychology, public Health, or another related fields may substitute for one (1) year of work experience.

Preferred Qualifications

- Variety of experiences working effectively with others from different backgrounds and cultures.
- Knowledge of Minnesota’s Human Services Behavioral Health Programs and/or delivery systems.
- Experience presenting data.
- Engagement and outreach skills to negotiate a variety of interests to reach consensus.
- Robust human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

- Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position.
