Project The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas export facility on the previous Woodfibre pulp mill site. The facility will have LNG storage capacity of approximately 250,000 m³ and production capacity of approximately 2.1 million tonnes per year.

Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position The Senior HSS Specialist, Commissioning and Start Up is a senior role supporting Woodfibre LNG’s Health, Safety and

Security function during late construction, commissioning readiness, commissioning and start-up.

The role will provide senior technical HSS support for development and delivery of commissioning and start-up deliverables, including procedures, work packages, readiness and assurance tools, and field implementation support. The successful candidate will help ensure HSS requirements are practical, aligned with Woodfibre expectations, and ready for implementation at site.

The incumbent will work closely with the Director, Health, Safety & Security, the Site HSS Lead / HSS Manager, Operations, commissioning, operations, construction, EPC and contractor teams to ensure safe commissioning and start-up of the Woodfibre LNG Facility.

Key Responsibilities The successful applicant will support in the following areas:

- Commissioning and Start-Up Readiness
- Provide HSS oversight and field guidance for commissioning and start-up readiness.
- Define, prioritize, and steward commissioning HSS deliverables.
- Review and guide commissioning HSS procedures, plans, work packs, assurance tools, and readiness evidence.
- Support integration of HSS requirements into commissioning execution planning.
- Provide HSS input into commissioning risk assessments, SIMOPS planning, permit to work interfaces, isolation and LOTO interfaces, pre-start-up safety review processes, and readiness reviews.
- Help verify that HSS controls are understood, implemented, and effective before higher-risk commissioning and start-up activities proceed.
- Support field implementation of commissioning HSS requirements through coaching, verification, and intervention where required.
- Identify schedule, resource, quality, competency, and execution risks that could affect HSS readiness for commissioning, start-up, or operations.

Operations HSS Management System
- Support the development, implementation, and continuous improvement of the Operations HSS Management System.




- Help integrate Operations HSS requirements into the Woodfibre Management System.
- Support Safety and Loss Management System readiness by ensuring HSS requirements are aligned, practical, and field-usable.
- Lead development and implementation of assigned Operations HSS procedures, standards, tools, and field practices.
- Ensure Operations HSS requirements are fit for purpose, scalable, and practical for a compact, remote LNG facility.
- Support the transition from construction-phase HSS arrangements to Operations HSS requirements.
- Help define the Operations HSS operating rhythm, including inspections, field verifications, action tracking, leadership reviews, and performance reporting.
- Ensure systems and tools support effective decisions rather than adding unnecessary complexity.
- Support development of Operations HSS training requirements and field implementation plans.
- Ensure HSS expectations are clearly understood by Operations personnel, contractors, and site leaders.

Field Assurance and Contractor Oversight
- Help ensure Operations and site teams conduct inspections, control verifications, field checks, and corrective action follow-up.
- Monitor and verify contractor implementation of applicable HSS requirements.
- Conduct and support field inspections, audits, observations, and control verifications.
- Assess the effectiveness of corrective actions and confirm closure evidence where required.
- Support incident reporting, investigation, learning, and corrective action management.
- Review incident investigation outputs for quality, completeness, and practical corrective actions.
- Use assurance results, field observations, incident data, and performance metrics to identify trends, weak controls, and improvement opportunities.
- Support reporting of HSS performance, key risks, assurance findings, and priority actions.

Security and Emergency Management Interfaces
- Work closely with the Corporate Security Manager to support field implementation of approved security strategies, plans, and controls.
- Support site-level coordination where security requirements affect HSS execution, contractor management, access control, workforce behaviour, or field readiness.
- Work closely with the Emergency Response Manager to support field implementation of emergency response strategies,



plans, drills, exercises, and readiness requirements.
- Support emergency response and security readiness as part of integrated site execution.

Requirements

- Occupational health and safety certification, applicable university degree, technical diploma, or equivalent combination of education and experience.

- Minimum 10 years of HSS experience in oil and gas, LNG, petrochemical, chemical, marine terminal, heavy industrial, or major project environments.
- Experience supporting commissioning, start-up, operations readiness, or operations in a major industrial setting.
- Experience developing or implementing HSS procedures, plans, work packages, assurance tools, or field execution requirements for commissioning, start-up, or high-risk industrial work.
- Strong working knowledge of Canadian occupational health and safety legislation and industrial HSS management systems.

British

Columbia experience would be an asset.

- Experience working with EPC contractors, multidisciplinary teams, and contractor workforces.
- Experience with critical risk management, SIMOPS, permit to work, isolation and LOTO interfaces, job hazard analysis, field assurance, incident investigation, corrective action management, and HSS performance reporting.
- Experience providing field guidance, coaching, challenge, and practical HSS support to operations, construction, commissioning, and contractor teams.

Additional Requirements
- Strong field presence and practical judgment.
- Able to work independently and provide senior HSS support with limited day-to-day direction.
- Able to influence, coach, challenge, and escalate issues appropriately.
- Able to work effectively with Operations, Construction, Commissioning, EPC, contractor, corporate, and functional teams.
- Able to simplify complex requirements into practical field expectations.
- Solid written and verbal communication skills.
- Comfortable working under pressure and managing competing priorities.
- Proficient with Microsoft Office and HSS management systems or reporting tools.
- Able to meet the physical demands of a site-based industrial role.
- Must comply with company substance abuse policy requirements, including pre-access testing.
- Must have authorization to work in Canada.
