Responsibilities
PRIMARY PURPOSE The Senior Asset Management Cost Analyst supports the Asset Management Office and office of VP Maintenance and Engineering at BCRTC in optimizing the asset lifecycle costs by translating data into actionable recommendations that enhance reporting, maintenance planning, decision-making, and overall effectiveness. This strategic role requires a strong combination of asset management knowledge, financial expertise, business acumen, and communication skills. This role works closely with maintenance and finance stakeholders to understand performance drivers and key performance indicators, support the setting of financial and business goals, interpret budgets, actuals, and variances for maintenance planning, and identify, influence, and support process and system improvements that strengthen financial and asset management reporting and performance outcomes. This role will lead creation of Asset Replacement/Renewal plans and will work closely with The Capital Group to support the prioritization of Capital Projects.
KEY ACCOUNTABILITIES
Develop relationships with key business leaders to provide deep insights into financial data that influence strategic decision-making and maintenance performance.
Collaborate with team members to collect and analyze relevant data (i.e. root cause analysis), interpret the findings, and present key financial insights to business leaders. Helps with forecasting/modelling and costing to support decision making in maintenance initiatives.
Leads the financial development and ongoing governance of Asset Lifecycle Maintenance Plans, ensuring lifecycle investment strategies align with long-term maintenance objectives and enterprise financial priorities.
Maintenance planning, reporting, and analysis:
Accountable for the costing and financial analysis of the 18-month rolling maintenance plan, including on-going reporting and leading the quarterly discussion with maintenance leadership team.
Support maintenance leaders in using the 18-month rolling maintenance plan to understand maintenance work that was performed, how it compares to the planned work, and how it impacts future work and whether changes and improvements are required. Supports the maintenance departments in the reforecast of work not completed.
Support Maintenance Contract Administrators with financial reporting and accruals of work completed
Process and Data improvements and governance related to EAM and FSM financial transactions
Provides financial recommendations to support prioritization of maintenance renewal initiatives and capital investment planning based on lifecycle cost analysis, operational risk and long-term asset performance.
Support Maintenance Leaders and the finance department in development of operating budget for Maintenance Division.
Acts as the senior financial advisor to Maintenance leadership on asset lifecycle costs, maintenance investment decisions, long-term affordability and financial implications of operational initiatives.
Develops and maintains maintenance costing methodologies, to improve consistency, transparency and decision-making across Maintenance.
Leads the development and implementation, costing methodologies and governance practices supporting maintenance planning across the Maintenance Division.
Acts as the primary Asset Management representative to Maintenance leadership and coordinating financial planning activities with Finance.
Qualifications
EDUCATION AND EXPERIENCE: The role requires a post-secondary degree in Business Administration, Finance, Engineering, or a related field, along with a Certified Professional Accountant (CPA) designation or an equivalent combination of education, training, and experience. Candidates should have a minimum of six (6) years of progressive experience in business partnering, financial modeling, analytics, problem solving, and effective communication, ideally with combined exposure to maintenance and finance environments, experience with large volumes of data. The ideal candidate is passionate about data-driven decision-making, applying a financial lens to support maintenance narratives and delivering insights that influence outcomes, and brings advanced Excel and PowerPoint skills, experience with Power BI or similar dashboard visualization tools, and a strong background in budgeting, forecasting, cost trend and root-cause analysis, reporting, and the use of Enterprise Asset Management and Financial/ERP systems.
OTHER REQUIREMENTS
Experience working within a rail maintenance organization would be considered as an asset.
Experience working with ISO 55000 asset management practices or an asset management skilled certification would be an asset.
Advanced knowledge of the concepts,
principles, practices and techniques pertaining to all aspects of corporate financial planning, analysis and reporting.
Advanced analytical skills to carry out complex financial analysis and reporting.
Solid knowledge and understanding of the relevant TransLink standards, policies and processes, and also of the relevant regulatory requirements.
Solid planning skills, with ability to participate in strategic financial planning processes, including development/consolidation of short and long term financial and budget planning.
Solid interpersonal and communication skills to provide financial advice to business leaders across the rail division.
Solid problem solving and decision-making skills to identify, diagnose, and resolve analytical issues.
Advanced knowledge of Excel and proficiency in the full suite of office software.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Rate of Pay
The salary for this position ranges from $84,480 - $126,720 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role. We aim to provide competitive pay that reflects your professional background and expertise. We want to ensure our offer will align with your strengths considering experience, skills, and internal equity to offer a fair and equitable salary. The Total Compensation Package, which includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan as well as other employment offerings will be discussed in detail as your application progresses.
