The Kativik Regional Government (KRG) is a supra-municipal organization with jurisdiction over the territory of Québec located north of the 55th parallel. The KRG is currently seeking to recruit a professional candidate with strong leadership skills to work in Kuujjuaq, in the capacity of:DIRECTOR, TRANSPORTATION DEPARTMENT(Permanent – Full-time)Reporting to the Director General, the Director of the Transportation Department is responsible for overseeing the mandates entrusted to the KRG in the field of transportation services. More specifically, the Director is responsible for:Planning, directing and supervising all activities related to the operations, management and maintenance of Nunavik's 14 airports in accordance with applicable federal and provincial laws and regulationsSupervising the elaboration of all programs and the compliance with all standards and safety measures as per the federal airport regulationsPrioritizing airport safety and ensuring the respect of all obligations related to the airport operations certificate emitted by Transport CanadaEnsuring the management and implementation of the airport Safety Management System and act as responsible executive of the systemEnsuring the inspection and maintenance of marine infrastructures in the 14 communitiesSupporting the communities in the development, including securing funding, and the operation of public transit and para‐transit (Usijiit) servicesWorking in close collaboration with the Administration and the Municipal Public Works Departments with regards to the construction or the improvement of infrastructure projects and preparing relevant reports to governmentsLiaising with governments, government agencies and other stakeholders (airline companies, northern villages, etc.) on issues related to regional transportation; Coordinating the work of the Regional Roundtable on Off Highway Vehicles (OHV)
aimed at improving the safety of OHV usersManaging and following up on the departmental budgetParticipating in preparing and negotiating funding agreements with governments and different public bodies for all projects and programs on transportation services in the regionQUALIFICATIONS:Bachelor's degree in administration or in a related field; exceptionally, a combination of relevant work experience and education may be consideredA minimum of 10 years of experience in managing airports in accordance with applicable provincial and federal lawsA minimum of 5 years in managing a multidisciplinary team in the public transportation field, an experience in a unionized setting will be considered as an assetDemonstrated experience in safety management and in the implementation of a Safety Management System (SMS)Results oriented, demonstrated ability to work under pressure and detail orientedStrong leadership, problem solving, decision making and capacity to mobilize a teamAdvanced working knowledge of Outlook, Word and ExcelStrong oral and written communication skills in English and French; knowledge of Inuktitut is an assetExperience in negotiating agreements with governments and agencies will be considered an assetWork experience in a cross-cultural environment, preferably with indigenous communities, will be considered as an assetAvailability to travel within Nunavik and outside the regionPlace of work: Kuujjuaq, QuébecSalary: Minimum $128,903/year – Maximum $177,244$/yearOther benefits:Cost of living differential: minimum of $8 500 per yearFood allowance: minimum of $4,216 per yearAnnual leave trips: minimum of three tripsPension plan: 8% employer contributionGroup insurance programVacation: 30 days per yearStatutory holidays: 19 days including 10 days at Christmas holidaysL'ARK adhère au principe d'équité en matière d'emploi.
