Job Number: 559981 temporary, full-time position up to 18 months in durationThe Transition Management Office will successfully transition the operation and maintenance of the Valley Line from the private operator TransEd to the City of Edmonton. This is a highly complex project with tight timelines that supports City Council direction provided earlier this year. The Transition Management Office team is also responsible for coordination of all integration, testing, and commissioning support for all Valley Line West infrastructure that is being transitioned to the City of Edmonton. This is complex integration work with tight deadlines that require coordination with multiple technical subject matter experts across the entire City.Reporting to the Director of the Transition Management Office, the Valley Line Transition Management Lead is a senior leader responsible for collaborating with the Employee Services Branch to develop workforce and labour relations plans, assess organizational structures and employee files to facilitate staff transfers, and determine collective bargaining approaches. Additionally, the lead creates change management strategies, ensures compliance with records management and onboarding requirements, coordinates new hiring initiatives, and prepares reports and briefing materials for the Executive Leadership Team to support the successful transition of operations to the City of Edmonton.What will you do?Lead a team of professionals, including a project manager, external consultants, and various internal subject matter expertsSupport the development of an overall project schedule and risk register including linking how this work impacts other major ETS projects in the near futureDevelop a workforce and labour relations plan to guide decision-making about staff who may transition to the City of Edmonton. This plan should assess risks, collective bargaining agreements, budgetary considerations, and organizational structures. Collaborate with Legal Services, Employee Services,



and other business partnersCreate a change management plan to support the City’s workforce and new members who are transitioning from TransEd. Engage the business area and related partners to inform the planLead communications with the Valley Line Transition Steering Committee, Executive Leadership Team, and Council, including authorizing all related memos and reports from the Transition Management OfficeAct as the lead communicator with TransEd to obtain all required records and documents for the City to assume operation. This includes everything from asset record information to employee filesAnticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurementBuild innovative and collaborative partnerships with external agencies, levels of government, community organizations, and internal departments and branchesQualifications:Knowledge or training and/or education in Human Resources, Project Management, Business Administration, or other related disciplinesExperience with complex labour relations matters in a Unionized environmentExperience with formal communications to executive levels and to the public, including mainstream mediaExperience in a senior leadership role within a large, complex organizationExperience leading multi-disciplinary teamsCombinations of education and experience will be consideredAssets:Membership with the Project Management Institute (PMI) and Project Management Professional (PMP) or a related designation(s)Experience working with a unionized workforce and maintaining collaborative union relationshipsAdditional training in financial management, public administration, government relations, project management,
