Job Description Position: Product Manager Senior Client: Government Services Integration Cluster (GSIC), Ministry of Public and Business Service Delivery and Procurement Location: 222 Jarvis Street, Toronto, ON Work Arrangement: 100% Onsite Monday to Friday Contract: October 5, 2026 to September 30, 2027 Extension: 1 possible extension term Security Requirement: CRJMC Openings: 1 Submission Limit: Maximum 1 candidate Closing Date: September 21, 2026 at 12:00 PM Position Overview We are seeking a Senior Product Manager to lead the delivery of innovative, user-centred digital credential solutions within a complex government environment.
The successful candidate will provide strong agile product leadership , combining product management expertise with a solid technical background in mobile applications, backend services, APIs, cloud infrastructure, and modern software architecture .
The role requires a Product Manager who can work effectively across product, engineering, UX, research, Dev
Ops, architecture, identity/security, policy, and external partner teams , while translating complex technical and emerging digital identity concepts into actionable product requirements and roadmap priorities.
Experience with digital credentials, digital identity, wallets, verifiable credentials, decentralized identifiers, trust frameworks, and related standards will be highly important.
Key Responsibilities Agile Product Leadership & Delivery Establish and maintain an agile product delivery environment for building, testing, and iterating user-centred digital credential products.
Lead multidisciplinary teams through daily stand-ups, sprint planning, backlog refinement, retrospectives, iteration reviews, and other agile ceremonies .
Manage iterative product development cycles using rapid prototyping, user testing, feedback loops, analytics, and continuous improvement .
Apply user-centred design principles , ensuring product decisions incorporate user research, accessibility requirements, real-world usage patterns, and customer feedback.
Develop and maintain the product roadmap , aligning business and service needs, technical capabilities, regulatory requirements, market trends, and industry standards.
Define and prioritize product backlogs and features based on business value, user needs, technical feasibility, risks, and dependencies.
Establish and monitor product KPIs and success metrics , including measures such as adoption, credential issuance volumes, user engagement, and trust scores.
Remove delivery blockers and coordinate dependencies across internal teams, ministries, partners, and external stakeholders.
Support team self-organization and maintain delivery momentum across complex initiatives.
Translate market, regulatory, technology, and standards developments into actionable product direction.
Stakeholder Engagement & Communication Build and maintain strong relationships with partner ministries, internal government teams, industry partners, governance bodies, and external stakeholders .
Facilitate collaborative working sessions, design sprints, alignment workshops, and product discussions.
Communicate complex product, technical, architectural, and digital identity concepts clearly to: Executive leadership Business stakeholders Product teams Software developers UX designers and researchers Architects Dev
Ops teams Policy teams External partners Establish clear expectations regarding timelines, milestones, risks, dependencies, and deliverables .
Identify, escalate, and drive resolution of risks, issues, blockers, and cross-team dependencies.
Provide clear executive-level reporting on product progress, milestones, risks, outcomes, and success metrics.
Technical Product Leadership Work closely with engineering teams to evaluate technical feasibility, solution options, trade-offs, operational risks, scalability, security, and performance considerations .
Evaluate technical decisions across mobile wallet, agent, backend, and other digital credential ecosystem components.
Apply a strong computer science foundation to communicate effectively with software engineers and technical specialists.
Demonstrate practical knowledge of software development and/or software architecture.
Understand and work with at least one modern software technology stack, such as: Kotlin Swift React Native Node.js Go Python Understand modern systems architecture involving: APIs Microservices Data stores Queues Security monitoring and logging Scalability Integration services Demonstrate strong familiarity with API design, microservices patterns, and modern cloud infrastructure , including Azure and/or AWS .
Have hands-on experience building or contributing to software solutions, including open SDKs, backend APIs, mobile applications, or other technical components supporting product delivery .
Understand contemporary mobile application technologies, including React Native, Swift, Kotlin, or similar frameworks .
Understand mobile application architecture, SDK management, API integration, and related architectural considerations .
Digital Credentials & Digital Identity Expertise The successful candidate will have the ability to understand and articulate the technical and product architecture of a digital credentials ecosystem , including: Digital credential wallets Credential issuers Credential holders Credential verifiers Trust registries Trust chains Identity and credential exchange protocols Credential status and revocation mechanisms The candidate should be able to: Translate technical digital identity concepts into clear product requirements and roadmap priorities.
Understand and evaluate Verifiable Credentials (VCs) and Decentralized Identifiers (DIDs) .
Understand credential issuance, presentation, verification, status, revocation, and secure exchange flows.
Understand cryptographic assurances, holder binding, attestation, credential storage models, and revocation registries .
Evaluate the impact of evolving digital identity frameworks and standards on product functionality, compliance, trust scoring, and integration strategies.
Understand and contribute to interoperability planning and standards alignment.
Translate emerging technical and architectural concepts into user-focused requirements and documentation.
Stay current with developments in digital credential wallets and digital identity technologies .
Provide subject-matter leadership related to Verifiable Credentials, implementation models, security, privacy, interoperability, and trust frameworks .
Experience with or knowledge of relevant standards and frameworks such as: PCTF NIST eIDAS W3C Verifiable Credentials Decentralized Identifiers (DIDs) Credential status/revocation standards Digital identity trust frameworks is required or strongly expected.
Requirements Mandatory Qualifications Candidates must demonstrate the following: Senior-level Product Management experience delivering complex digital products.
Strong experience leading Agile product delivery and multidisciplinary teams.
Proven experience delivering enterprise mobile applications and/or mobile digital products .
Strong technical background with hands-on software development and/or software architecture knowledge.
Practical knowledge of modern mobile technologies such as Kotlin, Swift, React Native, or equivalent .
Backend development knowledge involving technologies such as Node.js, Go, Python, or equivalent .
Strong understanding of API design, microservices, cloud infrastructure, and modern software architecture .
Experience working closely with software engineering teams to evaluate technical feasibility, architecture, risks, trade-offs, scalability, and performance .
