On behalf of our Healthcare Client, Affinity Healthcare Solutions is seeking a Business Process Consultant to provide senior business analysis and clinical interoperability expertise for the B.C.

Digital

Referrals & Orders program, supporting electronic referrals, diagnostic orders, and special authority requests across the provincial health system. They will help modernize clinical workflows and improve care coordination, timeliness, traceability, and information quality in support of provincial digital health objectives. They will work closely with clinical, operational, technical, vendor, project, product, architecture, and delivery stakeholders to ensure requirements and solutions align with provincial interoperability standards.

Responsibilities

- Lead business analysis activities to support provincial digital referrals, orders, and interoperability initiatives.
- Engage clinical, operational, technical, and vendor stakeholders to elicit, analyze, and document business, clinical, and technical requirements.
- Analyze and map current and future-state clinical workflows, business processes, and data flows.
- Translate clinical and business requirements into solution specifications aligned with provincial interoperability standards (e.g., FHIR, HL7 and other applicable standards).
- Support solution design, implementation planning, integration activities, and proof-of-concept initiatives across health authority systems.
- Develop and maintain project artifacts, including requirements documentation, workflow diagrams, process maps, and data mappings.
- Provide specialized expertise in clinical orders, requests, and secure data exchange to support integration between provincial digital health solutions and health authority systems.
- Support governance, privacy, security, operational readiness, change management, adoption planning, and executive decision-making activities.
- Collaborate with project, product, architecture, and delivery teams to advance provincial interoperability objectives and modernize clinical workflows supporting improved care coordination and continuity of care.

Qualifications

- A minimum of five (5) years' experience providing senior business analysis and business process consulting services for large,



complex digital health or clinical transformation initiatives. A level of education, training, and experience equivalent to a bachelor's degree in Business Administration, Health Informatics, Computer Science, Health Sciences, or a related discipline is preferred.
- Extensive experience leading business analysis and business process improvement activities within large, complex healthcare organizations.
- Demonstrated experience eliciting, analyzing, documenting, and validating business, clinical, functional, and technical requirements.
- Experience facilitating workshops and engaging clinical, operational, technical, executive, and vendor stakeholders to achieve consensus and drive solution design.
- Robust knowledge of healthcare workflows, including referrals, orders, clinical documentation, and care coordination across multiple care settings.
- Experience mapping current-state and future-state business processes, workflows, data flows, and integration requirements.
- Working knowledge of interoperability standards and healthcare integration concepts, including HL7, FHIR, APIs, and secure health information exchange.
- Experience supporting the design, implementation, and optimization of digital health solutions integrated with Electronic Medical Records (EMRs), Clinical Information Systems (CIS), and other healthcare applications.
- Demonstrated ability to analyze complex business problems and translate clinical and operational requirements into practical technology solutions.
- Experience developing project deliverables including business requirements, functional specifications, workflow diagrams, process maps, user stories, use cases, and data mappings.
- Knowledge of privacy, security, information governance, and operational readiness considerations associated with provincial digital health initiatives.
- Excellent facilitation, communication, analytical,



organizational, and problem-solving skills.
- Proven ability to manage multiple priorities and deliver high-quality work within aggressive project timelines.
- Experience working collaboratively within multidisciplinary project teams in Agile, hybrid, or waterfall delivery environments.
- Experience supporting provincial or multi-organizational digital health transformation initiatives.
- Experience with Digital Referrals and Orders, eConsult, clinical messaging, interoperability, or health information exchange initiatives.
- Experience working with OceanMD, EMRs (e.g., Accuro, Oscar Pro, Med Access, MOIS), Cerner, Meditech, or comparable clinical systems.
- Working knowledge of provincial digital health architecture, interoperability frameworks, and pan-Canadian standards.
- Experience supporting governance, privacy impact assessments (PIA), security threat and risk assessments (STRA), and organizational change management activities.
- Certification in Business Analysis (CBAP, CCBA, PMI-PBA or equivalent), Lean, or process improvement methodologies would be considered an asset.
- A demonstrated commitment to continuous professional development and the ability to build productive relationships across diverse clinical, technical, and executive stakeholder groups.
