We are seeking an experienced

Civil and Duct Bank Field Consultant to provide field consulting and technical support for electrical utility construction and related civil/duct bank infrastructure projects for one of our clients in Regina, SK. The successful candidate will have hands-on experience with underground electrical utility distribution, duct bank and manhole construction, civil construction practices, surveying, ground disturbance, and field inspection.

Key Responsibilities

Provide field consulting, inspection, and technical support for civil and duct bank electrical utility construction activities.

Support construction and/or maintenance activities involving urban underground electrical utility distribution and buried infrastructure.

Review and monitor field activities to ensure compliance with applicable construction standards, specifications, drawings, and procedures.

Provide field oversight related to:

Duct bank installation and construction

Manhole and duct structure assembly

Concrete forming and testing practices

Surveying and field measurements

Ground disturbance activities

Facility daylighting and exposure of existing underground infrastructure

Identify and address field issues associated with underground utility construction.

Apply appropriate line locating techniques and coordinate activities around existing underground infrastructure.

Work with construction crews, contractors, utility personnel, and other stakeholders to support secure and efficient project execution.

Ensure field activities follow applicable client distribution construction standards,



or equivalent utility construction standards.

Apply client and/or City of Regina requirements related to underground, overhead, civil, and duct bank electrical utility construction.

Maintain awareness of applicable safety requirements, procedures, and regulatory obligations.

Identify potential construction, safety, quality, or compliance issues and escalate them appropriately.

Prepare field documentation, observations, reports, and other project records as required.

Mandatory Qualifications

Degree in Civil Engineering or Electrical Engineering; OR

National Diploma of Technology in Civil, Structural, or Electrical Technology from an Institute of Technology; OR

Valid Journeyperson Power Line Technician Certificate issued or recognized by the Province of Saskatchewan.

Required Experience

Demonstrated experience in civil and duct bank field consulting or equivalent utility construction field experience.

Experience with construction, operation, or maintenance of urban underground electrical utility distribution systems, including buried infrastructure, or equivalent experience.

Experience with

Duct bank construction

Concrete forming and testing

Surveying

Facility daylighting

Underground utility locating and construction practices





Experience working with electrical utility construction standards and procedures.

Demonstrated ability to interpret and apply construction drawings, specifications, standards, and field requirements.

Preferred / Asset Qualifications

Previous experience with a major electrical utility involving underground electrical utility distribution, civil construction, or duct bank infrastructure.

Familiarity with utility distribution construction standards.

Familiarity with utility and City of Regina requirements for underground, overhead, civil, and duct bank electrical utility construction.

Experience with utility construction projects in urban environments.

Experience working around existing underground utilities and buried infrastructure.

Experience with line locating and underground utility coordination.

Safety & Regulatory Knowledge The successful consultant should have demonstrated familiarity with:

Electrical utility safety standards and procedures

Utility safety rules and field safety requirements

Applicable Saskatchewan occupational health and safety legislation The Saskatchewan Employment Act The Occupational Health and Safety Regulations, 2020

Applicable requirements relating to ground disturbance and underground utility construction

This is a field-based consulting position requiring regular presence at construction and utility work sites. The consultant must be comfortable working around active construction environments, underground infrastructure, excavation activities, contractors, and electrical utility construction operations.
