This position serves as a subject matter expert and for provides full cycle recruitment and staffing services to the Department of Public Safety (DPS) as part of the HR Staffing Team. In this role, you will support hiring managers to understand their unique business needs and provide professional consulting and analysis for a range of HR services in recruiting, selection, employee and labor relations, classification and compensation and performance management. This posting may be used to fill up to two positions at either the Human Resources Specialist 1 or Human Resources Specialist 2 level, depending on the candidate's qualifications and experience. Candidates who meet the qualifications for the Human Resources Specialist 2 level will be considered first, followed by candidates who qualify for the Human Resources Specialist 1 level.

Minimum Qualifications

Human Resources Specialist 1 Minimum Qualifications

One (1) year of Human Resources experience directly performing staffing, recruitment, classification, or other closely related HR functions.

OR

Three (3) years* of administrative support experience within Human Resources including responsibility for or direct support of staffing, recruitment, classification, or other closely related HR functions. A bachelor's degree in human resources or other closely related field as determined by the agency may substitute for one (1) year of experience.

Human Resources Experience Must Demonstrate The Following

- Strong organizational skills and attention to detail; capable of handling multiple projects simultaneously while meeting deadline objectives
- Knowledge of principles and practices of human resource management in the areas of recruitment and selection, job classification, compensation, affirmative action, labor relations, etc.
- Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

Human Resources Specialist 2 Minimum Qualifications Two (2) years of Human Resources experience directly performing staffing, recruitment, classification, or other closely related HR functions.

- A bachelor's degree in human resources or other closely related field as determined by the agency may substitute for one (1) year of experience.





Human Resources Experience Must Include The Above For The HR Specialist 1 And In Addition, Must Be Able To Demonstrate The Following
- Job evaluation, analysis of principles and practice sufficient to conduct job class studies and allocate individual positions
- Coordinating selection activities including the development of job announcements, determining position qualifications, reviewing applicant qualifications, and assisting management with development of vacancy announcements
- Analytical writing skills sufficient to create human resources related materials such as memos and process documents etc.
- Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

Qualifications Applicants that meet the above Human Resources Specialist 1 or 2 minimum qualifications will be further evaluated on the following for all levels:

- Critical thinking and problem-solving skills sufficient to analyze and evaluate complex information, research, and evaluate alternatives, independently make sound decisions.
- Ability to work collaboratively in a team environment.
- Communication skills sufficient to explain, sensitive, controversial, and confidential information to employees, management, and staff in a clear and concise manner, while adhering to data privacy laws and requirements.

Preferred Qualifications

- Bachelor's or advanced degree in Human Resources or other closely related field.
- Experience interpreting and applying collective bargaining unit contracts and plans.
- Knowledge and experience with SEMA4 and/or Recruiting Solutions, or other HRIS/Recruitment software.
- Previous experience auditing state classifications and/or applicable training.
- Knowledge of FLSA policies and procedures.

Physical Requirements Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.

Additional Requirements

Applicants who appear to meet the minimum qualifications for the Human Resources Specialist 2 level and are selected for an interview, will be required to provide a writing sample demonstrating their job classification ability.
