Location: Yellowknife, NT (Remote)

Duration: Approximately 24 weeks (optional extension of up to 6 months)

Responsibilities

- Lead the development of an actionable strategy to enable digital, verified identity management through a multi-tier identity verification approach.
- Conduct a policy review, including a scan of the current policy environment across legislation, regulations, and internal policies.
- Identify gaps and issues in the current policy environment and recommend the changes and current policies required to support a verified identity.
- Perform a jurisdictional scan comparing the local environment with other Canadian jurisdictions.
- Provide an overview of digital identity and credential standards in use across Canada and internationally, with a focus on interoperability across jurisdictions and services.
- Analyze the privacy impacts of a proposed identity verification service.
- Conduct a technology review, identifying current systems and websites that would be impacted by an identity verification service, both public-facing and internal.
- Assess operational considerations related to security, fraud, and other risks of identity verification standards and services.
- Gather requirements for a verified identity service and develop target process models, with consideration for communities that have limited access to service offices.
- Develop business requirements for each stage of the identity verification process.
- Prepare an implementation plan, including itemized technology products and services to be built or acquired, market scans, an implementation roadmap, a pilot approach, and one-time and ongoing cost estimates.
- Produce an interim report, a final report, and a senior-management presentation, along with supporting artefacts such as a requirements register and process diagrams.

Qualifications

- 10+ years of experience working in related fields such as policy,



information technology, or public administration.
- 2+ years of directly relevant experience involving identity management, digital credentials, and online service delivery projects.
- Experience leading strategy or policy development engagements related to digital identity, identity verification, or authentication services within a government or public-sector context.
- Experience with technology assessment and implementation planning for citizen-facing digital services, including assessing systems, conducting market scans, evaluating solution options, and developing implementation roadmaps.
- Experience with policy or jurisdictional scans related to digital credentials, privacy, or online identity standards.
- Experience delivering projects in northern, rural, remote, or infrastructure-constrained environments.
- Post-secondary degree in public policy, data science, information technology, or a related field.
