Role Description:

We are looking for a Project Controls Lead to join GagaMuller. The Opportunity:

GagaMuller is supporting the delivery of major hyperscale data centre developments across Toronto, Ontario, Canada.

As the Project Controls Lead, you will lead the project controls function on behalf of the client, establishing and maintaining robust controls systems across the full project lifecycle.

You will provide integrated oversight of programme, cost, risk, change, progress, forecasting, and reporting, ensuring that project performance is effectively measured, understood, and communicated to senior stakeholders.

Working closely with Project Directors, Project Managers, Design Teams, Construction Teams, Commercial Teams, Schedulers, Cost Managers, Risk Managers, Commissioning Teams, consultants, and contractors, you will drive effective project controls governance from design through procurement, construction, commissioning, and client handover.





This role offers the opportunity to contribute to the successful delivery of major mission critical developments in Canada while establishing and driving project controls best practices across multidisciplinary project teams.

Responsibilities:

1. Project Controls Leadership & Governance

- Lead the project controls function across major capital projects, establishing appropriate processes, systems, standards, and governance frameworks.
- Develop and implement project controls strategies aligned with client objectives, project requirements, and contractual obligations.
- Provide overall oversight of planning, cost, risk, change, progress measurement, forecasting, and performance reporting.
- Establish clear project controls procedures, reporting cycles, governance requirements, and performance standards.
- Ensure project controls activities are integrated across all project workstreams and delivery phases.
- Provide leadership, direction, and mentoring to project controls, planning, cost, and reporting teams.
- Promote a proactive, data-driven approach to project performance management and decision-making.

2. Project Performance & Controls Integration

- Oversee integrated project schedules, cost plans, budgets, forecasts, commitments, and progress measurement across design, procurement, construction, commissioning, and handover.
- Monitor performance against approved baselines and identify trends, variances, risks, and opportunities affecting cost, schedule, and key project milestones.
- Review and challenge contractor programmes, cost reports, forecasts, and progress submissions to ensure accuracy and alignment with project objectives.
- Lead schedule, cost, and performance analysis, including critical path, earned value, forecasting, recovery planning, and performance trending where appropriate.

3. Risk & Change Management

- Lead the integration of risk and change management within the project controls framework.
- Maintain oversight of project risk registers, risk assessments, mitigation strategies, change registers, trends, and project contingencies.
- Assess the potential cost, schedule,



and delivery impacts of scope changes, design development, variations, and contractual events.
- Work closely with commercial and project teams to ensure risks and changes are accurately reflected in project forecasts, budgets, and programmes.
- Provide proactive recommendations to mitigate project risks and protect cost and schedule outcomes.

4. Reporting, Data & Analytics

- Develop dashboards and performance reports providing clear visibility of cost, schedule, risk, change, progress, procurement, and key project milestones.
- Ensure project data is accurate, consistent, timely, and aligned across project controls systems.
- Translate complex project information into clear analysis and actionable insights for Project Directors, client leadership, and key stakeholders.
- Drive the effective use of digital project controls, reporting, and data analytics tools to improve project visibility and decision-making.

5. Stakeholder Management & Delivery Integration

- Work closely with Project Directors, Project Managers, Commercial, Design, Construction, Procurement, Commissioning, Consultants, and Contractors to ensure effective integration of project controls across all workstreams.
- Lead project controls meetings, performance reviews, reporting cycles, and governance sessions.
- Present project performance, risks, trends, forecasts, and recommendations to senior client stakeholders.
- Challenge assumptions, identify emerging issues, and support delivery teams in developing corrective and recovery actions.
- Build trusted relationships with clients and delivery partners while promoting consistent project controls standards and continuous improvement across the programme.

Qualifications

- Bachelor's degree in Engineering, Construction Management, Project Management, Quantity Surveying, Finance, or a related AEC discipline.
- Strong understanding of project controls methodologies across planning, cost management, risk, change, progress measurement, and reporting.
- Advanced proficiency in Primavera P6 is highly desirable.
- Experience with project controls and reporting platforms such as Oracle Primavera Cloud, EcoSys, Power BI, Microsoft Project, or equivalent systems is advantageous.
- Strong understanding of project controls governance, performance management, forecasting, and reporting.
- Excellent communication, leadership, organisational, analytical, and stakeholder management skills.
