Regional Health & Safety Manager – Quebec
We are currently seeking an experienced Regional Health & Safety Manager to support a multi-site operation across Quebec on an 18-month contract.
This is a strategic, highly autonomous position supporting approximately five locations and 1,000 employees across the province. The successful candidate will partner closely with plant leadership to implement prevention initiatives, drive safety performance, coach operational teams, and ensure each site is aligned with the organization’s broader Health & Safety strategy.
This is not a traditional site-level Safety Manager position. The focus is on leadership, influence, coaching, program implementation and building ownership within operations .
Key Responsibilities
- Lead the implementation of Health & Safety and prevention strategies across multiple Quebec locations.
- Ensure sites are aligned with corporate Health & Safety objectives, KPIs and strategic action plans.
- Launch and implement prevention programs and safety initiatives across the region.
- Provide hands‑on coaching and guidance during the initial implementation of recent programs.
- Support plant leaders and supervisors until they are comfortable managing and sustaining the programs independently.
- Transition ownership of established safety programs back to operations while continuing to provide oversight, support and follow‑up.
- Coach Plant Managers, supervisors and operational leaders on Health & Safety expectations and best practices.
- Build accountability for safety within operations rather than having the H&S; function own all day‑to‑day activities.
- Monitor Health & Safety KPIs and site performance to identify locations requiring additional support.
- Increase onsite presence and provide additional coaching when a facility is experiencing declining performance or elevated risk.
- Support sites during major incidents, serious injuries or significant Health & Safety concerns.
- Provide guidance related to incident investigations, corrective actions and prevention strategies when required.
- Identify opportunities for continuous improvement and support the development of a strong prevention culture.
- Maintain regular visibility within the facilities while operating at a strategic regional level.
- Work collaboratively with the broader Health & Safety team to maintain consistency across the organization.
Required Qualifications
- Strong experience in Health & Safety leadership within manufacturing, industrial or another high-risk environment .
- Previous multi-site or regional Health & Safety experience .
- Demonstrated experience implementing and rolling out Health & Safety or prevention programs across multiple locations.
- Proven ability to coach operational teams through implementation and successfully transition program ownership back to the business.
- Strong knowledge of Health & Safety KPIs, prevention plans, corrective actions and continuous improvement.
- Strong coaching, influencing and stakeholder management skills.
- Ability to influence leaders and employees without relying on direct reporting relationships.
- Experience working closely with Plant Managers, supervisors and operational leadership.
- Strong judgment, autonomy and ability to prioritize across multiple locations.
- Ability to identify higher-risk or underperforming locations and adjust priorities accordingly.
- Strong communication and relationship‑building skills.
- Comfortable working both strategically and directly within manufacturing environments.
- Ability and willingness to travel regularly between sites within Quebec.
Preferred Qualifications
- Experience within food manufacturing, bakery, CPG or a similar manufacturing environment .
- Experience supporting a large employee population across multiple facilities.
- Experience within a corporate or regional Health & Safety structure.
- Experience improving Health & Safety performance at underperforming facilities.
- Experience leading organizational change or introducing new prevention initiatives.
- Strong background in coaching leaders and building operational ownership of safety programs.
- Experience with serious incident response, investigations and corrective action planning.
Location & Travel
The role supports approximately five locations across Quebec, including facilities in the Montreal, Laval and Sainte-Marie/Beauce areas .
Candidates located near Quebec City, Sainte-Marie or Beauce may be particularly well positioned, as the largest and highest-risk facility is located in Sainte-Marie.
Candidates based in Montreal or Laval will also be considered and should be comfortable with regular travel to the Sainte-Marie area, approximately every other week depending on business needs.
Travel frequency will vary based on site performance, operational priorities and risk.
Contract & Compensation
- 18-month contract
- Maternity leave coverage
- Target compensation of approximately $120,000–$130,000
- Flexibility up to approximately $135,000–$140,000 for an exceptional candidate
- $10,000 contract completion bonus
- If the contract is terminated early by the employer, one month’s notice will be provided and the completion bonus will remain payable
