Position: Senior Software Developer Client: Health Services Cluster – Government of Ontario Ministry: Ministry of Public and Business Service Delivery and Procurement Contract: Extension: Up to one additional term, subject to available contract days/funding Hours: 7.25 hours per day, Monday–Friday, within standard business hours of 8:00 AM–5:00 PM, excluding lunch Security Clearance: No clearance required We are seeking Senior Software Developers to support the Health Services Cluster within the Government of Ontario. The successful candidates will provide hands‑on expertise across enterprise application development, full‑stack multi‑tier solutions, systems integration, technical design, coding, testing, troubleshooting, and technical leadership . This role is suited to senior‑level developers who have extensive experience working with large‑scale, complex, multi‑platform IT environments and who can translate business and technical requirements into robust, scalable, secure, and maintainable solutions.

The successful candidate will work closely with Business Analysts, Solution Architects, System Testers, Developers, Project Teams, and external stakeholders to deliver enterprise‑level technology solutions. Conduct requirements analysis in collaboration with Business Analysts and project stakeholders. Participate in architecture checkpoints and provide technical support throughout the solution lifecycle.

Lead and participate in solution design walkthroughs and technical reviews. Develop and maintain comprehensive technical documentation, system documentation, and user guides . Perform hands‑on software development, coding, component development, and systems integration .

Conduct unit and integration testing of developed components. Develop detailed unit and integration test cases . Collaborate with System Testers to develop test cases covering functional, performance, security, and vulnerability testing .

Lead technical investigations and coordinate resolution of complex technical problems, incidents, defects, and system issues . Perform debugging, refactoring, performance optimization, and technical remediation . Evaluate client requirements and develop appropriate technical recommendations and solution alternatives.





Lead or contribute to end‑to‑end enterprise‑level IT solution delivery . Provide technical guidance and leadership to System Analysts, Developers, and Testers . Support work estimation, technical planning, project delivery, and implementation activities.

Prepare and conduct knowledge‑transfer sessions and walkthroughs for technical project team members. Develop and maintain knowledge‑transfer checklists and supporting technical materials. Contribute to IT standards, architecture practices, security, privacy, quality assurance, and governance activities.

Manage and prioritize multiple technical assignments while meeting project deadlines and delivery commitments. Senior IT Systems Development Experience – Mandatory ~10+ years of demonstrated experience in IT systems development within complex, multi‑platform environments. ~ Web ~ Mainframe ~ JEE / Java Enterprise Edition XML SOAP‑based Web Services Oracle Designer Windows Server 2008/2012 .NET Oracle RDBMS / PL/SQL Source code and application package management/deployment tools ~ Thorough knowledge of large‑scale, complex systems analysis methodologies, systems design and development, programming concepts and languages, Internet/Intranet technologies, and emerging technologies . Strong experience in systems/components analysis, design, coding, integration, and implementation .

SOAP / WSDL Web Services JSON / XML messaging Web components Technical Project Leadership – Mandatory Demonstrated experience leading development teams in the delivery of end‑to‑end, enterprise‑level IT solutions.

Experience providing technical leadership and direction to: Software Developers Other technical project resources Project management methodologies Demonstrated ability to lead major, complex IT projects , coordinate technical staff and external consultants, and ensure deliverables are completed within defined scope, timelines, quality standards,



and project parameters. Strong ability to identify, investigate, and coordinate resolution of technical problems and incidents . Ability to conduct technical research, assess client requirements, lead design initiatives, and develop technical recommendations and solution alternatives .

Performance optimization Ability to develop technical design features and alternatives that ensure effective operation of: Software platforms IT security controls Quality control systems Ability to prepare technical reports, system documentation, user guides, and other project documentation . Ability to clearly explain complex technical solutions to both technical and non‑technical stakeholders . Strong collaboration skills when working with project teams, business stakeholders, service delivery partners, vendors, and external stakeholders.

Experience discussing and presenting application development methodologies and technical approaches . Comfortable participating in technical working groups, IT discussions, committees, and stakeholder meetings. Proven team player with a demonstrated track record of meeting deadlines and delivering project commitments .

Sector / Government Experience – Preferred Experience working within a government or public‑sector environment is strongly preferred.
