Position Overview The Government of Alberta is seeking a
Senior IT Project Manager
to lead a portfolio of high-priority technology modernization and digital transformation initiatives within the Ministry of Technology and Innovation.
The successful candidate will manage complex IT projects involving
platform modernization, application migration, regulatory technology, system integration, data management, cybersecurity, and enterprise application transformation .
Key Projects 1. ADX Studio Migration – Security & Platform Modernization Lead the migration from legacy
ADX Studio/CRM Dynamics
to
Microsoft Power Apps, Power Pages and Dataverse .
Oversee planning, architecture, requirements, user stories, workflow development, testing, UAT, change management and deployment.
Manage data, portal and application migration activities.
2. Natural Gas Royalty-in-Kind (GRIK) Initiative Support modernization of systems involved in natural gas royalty administration.
Coordinate enhancements and integrations across
MRIS, Intel ESG, Petrinex and CARS .
Support physical volume tracking, reconciliation and financial integration.
3. Bitumen Royalty-in-Kind (BRIK) Regulatory Backstop Lead modernization of legacy systems supporting royalty administration.
Coordinate enhancements across
ETS, OASIS, CARS, RFM and EAD .
Support physical barrel tracking, valuation, transaction classification and APMC reconciliation.
Manage phased implementation from manual processes through system automation and integration.
4. Enhanced Hydrocarbon Recovery Program (EHRP) Modernization Lead technology changes supporting new program streams and regulatory requirements.
Modernize application intake, approval workflows, eligibility assessments, royalty calculations, credit management and compliance reporting.
Key Responsibilities
Lead IT projects from
initiation through planning, execution, implementation and closure .
Develop project charters, business cases, project plans, schedules and governance frameworks.
Define project scope, objectives, assumptions, milestones, dependencies and resource requirements.
Work closely with business stakeholders to define requirements and deliver technology solutions aligned with enterprise architecture.
Manage
multiple complex projects concurrently .
Develop and maintain project schedules, work plans and delivery strategies.
Identify, assess and manage project risks, issues, dependencies and impacts.
Facilitate risk and impact assessments and provide recommendations to project leadership.
Develop and maintain project budgets, forecasts and actual expenditure tracking.
Monitor financial variances and provide financial status reporting.
Prepare project status reports, briefing notes, dashboards, risk logs and project closure documentation.
Lead project governance activities and prepare materials for steering committees and senior management.
Establish project structures, roles and responsibilities in collaboration with project sponsors and PMO.
Coordinate project teams, vendors, business stakeholders and cross-functional IT resources.
Provide explicit and timely communication regarding project progress, risks, issues and decisions.
Escalate issues and risks appropriately and drive corrective actions.
Facilitate stakeholder meetings at various organizational levels.
Support change management and communications activities.
Maintain strong client relationships and ensure ongoing stakeholder satisfaction.
Ensure projects comply with applicable government policies, standards, architecture and regulatory requirements.
Assess project outcomes and identify lessons learned and opportunities for improvement.
Work within established PMO standards and contribute to developing new standards where required.
Requirements Mandatory Qualifications Education & Project Management Experience Candidate must meet
one
of the following:
University degree in Business, Management or a related discipline
and 4+ years of Project Management experience , OR
Two-year diploma in Business, Management or a related discipline
and 6+ years of Project Management experience , OR
One-year certificate in Business, Management or a related discipline
and 7+ years of Project Management experience , OR
8+ years of Project Management experience .
Required Experience
4+ years of experience as a Project Manager working with
ADX Studio and CRM Dynamics to Power Apps/Power Applications and Dataverse migrations .
8+ years of experience defining project scope and objectives in collaboration with business stakeholders.
8+ years of experience developing project deliverables such as:
Business cases
Briefing notes
8+ years of experience managing multiple projects concurrently.
8+ years of experience working as a Project Manager on
large, complex custom software application development projects , preferably in an environment comparable in size and complexity to the Government of Alberta.
Nice-to-Have Qualifications
3+ years conducting, facilitating and interpreting project impact and risk assessments.
3+ years creating and managing project forecasts and actual budgets.
3+ years leading and facilitating meetings with stakeholders at all levels.
3+ years of experience working in or supporting the
public sector .
3+ years of experience delivering
mandated or legislated projects
under short timelines.
