From business intelligence and solutions for critical transportation infrastructure to planning and operating a protected, efficient, and reliable multimodal transportation system, the team connects people and markets across Minnesota.

As the Director of Security and Resilience for MNIT DOT, you will work under the Deputy CBTO to provide strategic direction and executive leadership for MnDOT’s Security and Resilience Division. You will lead a multidisciplinary team overseeing cybersecurity, vulnerability management, disaster recovery, application preservation, IT compliance, technology enablement, and contract support. The position also directs security and operational support for MnDOT’s mission‑critical RTMC and OSRC environments and provides strategic oversight of the MnDOT Application Portfolio to ensure data accuracy and alignment across MnDOT, MNIT DOT, and MNIT Enterprise.

The Director coordinates planning, integration, and execution across all applications, infrastructure, and data to ensure cohesive, risk‑informed management of MnDOT’s technology portfolio. The role collaborates with MNIT Enterprise, MnDOT and MNIT DOT leadership, business partners, and external stakeholders to advance statewide security governance, enterprise risk management, compliance initiatives, and technology strategy. As part of MNIT DOT’s leadership team, the Director influences IT budget planning and investment decisions to support a secure, resilient, and efficient transportation system. This role requires visionary leadership, technical expertise, and a commitment to continuous improvement, with strong alignment to MnDOT’s mission to balance competing priorities and ensure teams see the mission reflected in their daily work.

This Position Requires An Employee To Work Onsite At 395 John Ireland Blvd, St. Paul, Minnesota At Least 50% [or More Or Less If Space Limitations Remain] Of The Time, With Limited Telework Available. Telework Eligibility Depends On Residence

Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Minimum Qualifications
Position requires a minimum of six (6) years of ¿progressively responsible experience in an IT Security leadership role.

Experience Must Include





Experience providing strategic leadership and direction for cybersecurity, disaster recovery, vulnerability management, or security-based IT resilience programs, ensuring alignment with enterprise security frameworks and statewide IT policies.

Experience developing, managing, and optimizing IT staffing plans, resource allocation, workforce planning, and multidisciplinary team performance across technical and security domains.

Experience directly supporting or advising executive leadership (CBTO, Deputy CBTO, Directors, enterprise security leaders, or agency executives) on strategic IT, security, or risk‑management decisions.

Three (3) years of supervisory experience.

Demonstrated ability to communicate clearly and effectively to foster mutual understanding and guide teams through change.

Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving, with demonstrated leadership and people engagement skills that support positive user experiences and high‑performing teams.

Two years of experience in a Systems Architect classification or two years of experience in an external IT Architect role may substitute for two years of the required supervisory experience.

Preferred Qualifications

Demonstrated ability to cultivate collaborative, high performing teams by building robust relationships, aligning diverse business and technical stakeholders, and fostering a shared commitment to service excellence.

Thorough knowledge and experience providing advanced program management leadership for complex, multi‑tier IT services, demonstrating robust planning, prioritization, and time management skills to coordinate delivery across a high‑volume IT environment.

Strategic leadership experience managing a portfolio of applications and their life cycles within a large, multi‑faceted government organization, effectively balancing the competing priorities of diverse stakeholders.

Proven ability to foster team development by promoting collaboration, trust, and knowledge sharing, while empowering individuals to achieve collective goals.

Strongly Preferred Qualifications

Comprehensive expertise in cybersecurity frameworks, disaster recovery and resilience planning, and enterprise risk‑management practices in large public‑sector environments, along with demonstrated experience leading strategic security initiatives such as disaster recovery programs, application preservation or migration (including Azure), and vulnerability‑reduction efforts.

Demonstrated knowledge of and experience with enterprise funding and governance processes, including supporting IT budget recommendations, prioritization of cybersecurity and resilience investments, and influencing agency‑wide technology funding decisions.

Strong knowledge of MnDOT’s business areas, operational environments, applications and mission‑critical systems such as RTMC and OSRC.
