Duties
STREAM 1: Chief Financial Officer (EX-4)Chief Financial Officers in the Government of Canada play a critical role in ensuring the sound stewardship of public resources. They are responsible for leading the financial management function in federal organizations, managing the financial resources entrusted to them prudently, and complying with legislation, regulations and government policies, directives and standards. As senior government leaders, they provide strategic financial and business advice to the Deputy Heads (e.g., Deputy Ministers) they report to, ensuring that key business decisions are based on sound financial analysis. Chief Financial Officers also play an important role in supporting the Comptroller General of Canada in the recruitment and development of financial professionals across government.
STREAM 2: Chief Audit Executive (EX-4)Chief Audit Executives (CAEs) are senior executives who provide independent, objective assurance and insight to Deputy Heads and departmental audit committees on the effectiveness of governance, risk management and internal control processes. They lead the internal audit function within federal organizations, delivering risk-based audit and advisory services that support sound decision-making, organizational performance, accountability and stewardship of public resources. Working closely with senior management, audit committees and central agencies, CAEs help foster a culture of integrity, continuous improvement and results. They also contribute to the leadership and advancement of the internal audit community across the Government of Canada, supporting workforce development, professional excellence and the implementation of government-wide priorities and standards.
Work environment
In the Federal Public Service, the executive group is divided into five levels: EX-01, EX-02, EX-03, EX-04 and EX-05. The EX-05 and EX-04 are the Assistant Deputy Minister/Chief Financial Officer levels; EX-03 is the Director General/Executive Director level; EX-02 is the Senior Director level; and the EX-01 is the Director level. This advertisement is for positions at the EX-04 group and level.
Intent of the process
A pool of qualified persons resulting from this process will be created and may be used to fill similar positions with a bilingual imperative CBC/CBC linguistic profile, as well as tenures (indeterminate, deployment, acting, assignment, secondment) which may vary according to the position being staffed.This pool will be used to staff similar positions in other organizations within the public service.By applying to this process, you consent to your personal application-related information being shared with other government departments interested in staffing similar positions.

HOW WE WILL ASSESS CANDIDATES
Candidates’ qualifications may be assessed via a variety of evaluation tools and methods including, but not limited to, standardized tests, self‑assessments, simulations, interviews, reference checks, written exams and past performance agreements.You must indicate on your application if you require a technical aid for testing or an alternative method of assessment.Top-down selection may be used during any stage of the selection process. Please note that achieving a pass mark on any of the assessment used does not mean you will move forward in the selection process. Conditions of employment
Secret security clearance - The majority of the positions to be staffed will require a “Secret” security clearance. Some positions may also be staffed that require a “Top Secret” security clearance.

EDUCATION:
STREAM 1: Chief Financial Officer- Graduation with a degree from a recognized post-secondary institution
AND ONE OF THE FOLLOWING:
- A designation bestowed by the Chartered Qualified Accountants of Canada (CPA Canada); OR
- A designation bestowed by the Chartered Institute of Public Finance and Accountancy (CIPFA); OR
- Completion of the Senior Executive Advanced Finance and Accounting Program (SEAFAP); OR
- A commitment to obtain one of these designations within approximately two (2) years of appointment.
STREAM 2: Chief Audit Executive- Graduation with a degree from a recognized post-secondary institution OR an acceptable combination of education, training or experience as determined by the Comptroller General of Canada.
AND
- An internal audit certification (CIA) or commitment to obtain an internal audit designation within approximately two (2) years of appointment.
Experience:
BOTH STREAMS:
E1: Significant* experience at the executive level** in setting strategic direction and providing strategic advice to Ministers or Deputy Ministers, or equivalent (e.g., Chief Executive Officer, Chief Financial Officer, Chief Operating Officer, President, Board of Directors), on financial or oversight issues that have an organization-wide impact;
E2: Significant* experience in collaborating and maintaining effective stakeholder relationships to advance social, economic or corporate initiatives;
E3: Experience in delivering major transformation initiatives which include change management;
E4:
Experience in managing significant financial**** and complex human resources matters*****.* Significant experience is defined as the depth and breadth of experience normally acquired through direct responsibility for a wide variety of complex files or projects with multiple characteristics such as multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having major impact on the public service, or having a potential for significant media coverage or public interest.
** In the public service, ‘’executive level’’ is defined as substantive EX-03 level or equivalent and above. Outside of the public service, executive is defined as positions reporting directly to the Vice‑President/CFO or equivalent.
**** Managing significant financial matters is defined as exercising financial authorities at the executive level, including direct accountability for a budget. Applicants must clearly indicate the size of the budget they have managed directly.
*****Complex human resources matters is defined as leading and being accountable for a broad range of activities related to human resources management. Applicants must also clearly demonstrate the ‘’how’’ they have managed human resources and indicate the number of staff they have supervised.
Experience:
STREAM 1: Chief Financial Officer
E5: Significant* experience at the executive level in leading corporate financial services in at least three of the following areas: (1) resource/budget management; (2) financial advisory services; (3) financial operations; (4) financial systems; (5) financial policies; (6) costing and (7) internal audit.
STREAM 2: Chief Audit Executive
E6: Significant* experience leading audits, evaluations, consulting engagements, assessments or formal reviews of complex*** programs, projects or initiatives.* Significant experience is defined as the depth and breadth of experience normally acquired through direct responsibility for a wide variety of complex files or projects with multiple characteristics such as multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having major impact on the public service, or having a potential for significant media coverage or public interest.
*** Complex is defined as involving many interconnected parts, processes, or considerations, often requiring advanced expertise to manage effectively demanding high-level leadership and understanding.
