Position Summary

KCR Community Resources is seeking a qualified and experienced Manager of BC Settlement Services & Projects for a temporary 6-month term. This position provides leadership and oversight for KCR’s BC Settlement Services, BC NSP, BC SAF HAVN, and Migrant Support Project.The position is responsible for supporting effective program delivery, supervising program staff, monitoring service quality and contract deliverables, overseeing program reporting and participant data, and maintaining strong relationships with community partners and service providers. The Manager also works closely with SAF HAVN Spoke subcontractor organizations and the Immigrant Services Leadership Team to support participants, strengthen service delivery, and ensure contractual and reporting requirements are met.

Reporting Structure: Reports to Associate Director, Immigrant Services

Prime Functions

Plans, develops and implements all aspects of the BC Settlement Services – BC NSP and BC SAF HAVN, and Migrant Support (MS) Project to meet the contract deliverables

Accurately and sensitively communicates with the BC Settlement and Project Team to help facilitate and deliver effective settlement services

Assesses and distributes caseloads to BC Settlement Workers to meet annual targets

Establishes ongoing collaborative relationships through liaising with community partners and service provider organizations including SAF HAVN Spoke Sub-contractor organizations, to ensure participants’ access to required services and resources,

streamline referral pathways, share resources and strengthen service delivery; explores current partnerships in consultation with IS Leadership

Participates actively in professional development and training opportunities for enhancing quality programs

Ensures effective two-way communication between BC Team and external stakeholders, to assist in identifying gaps/issues, and delivery of required services to best serve participants and achieve contract deliverables

Administration and Reporting

Facilitates timely input of participant data by the program team members to allow for submission of monthly and quarterly service reports to the Associate Director of Immigrant Services and funders

Ensures participant files are complete, including intake forms, consent forms, KCR DISCLAIMERS, needs assessments and settlement plans as required

Provides oversight for CARMIS database to the IS Team, and monitors bulk upload to funders’ database for participants’ outputs and outcomes reporting, quality assurance and learning opportunities





Ensures that all participant information files are maintained in a confidential manner and disposed of in a secure fashion; assists Associate Director of Immigrant Services with file reviews

Works together with the Associate Director to ensure effective, regular evaluation processes are carried out and documented; creates feedback and evaluation reports/summary as applicable

Reviews monthly reporting deliverables for BC Settlement and MS Project, and submits to the Associate Director and KCR Leadership; Works collaboratively with Managers/Coordinators to oversee submission of monthly board reports

Participates in Financial planning, budgeting and reporting including expense approval

Assists with grant applications including identifying community needs, program development and content writing

Leadership to Immigrant Service team

Maintains full complement of BC Settlement and Project team by recruiting, orienting and monitoring on-going quality performance of the team members, in consultation with Associate Director of Immigrant Services

Supports BC team with complex cases and offers debriefing opportunities for staff working with challenging, multi-barriered participants

Supervises BC & MS Project staff, including service monitoring and quality performance

Assists in the recruitment, orientation and training of new hires/practicum students in consultation with Associate Director of Immigrant Services

Arranges scheduling of staffing for information and orientation/walk-in duties, hosts team meetings, approves expenses and submits payroll for BC Settlement and Project Team

Co-facilitates monthly department team meeting in collaboration with IS Leadership, invites relevant guest speakers and helps organizing/ facilitating in-service trainings on internal processes and Professional Development opportunities for the department

Assists with regional and provincial feedback surveys/consultations, including identifying community needs, challenges, and resources to support future program development and growth in consultation with Spoke communities and Associate Director of Immigrant Services

Represents KCR and IS at regional and sector working groups/committees in consultation with Associate Director of Immigrant Services





Assists IS Leadership with coordinating staff participation in community engagement and marketing opportunities

Performs other related duties to support the team, KCR and IS Leadership

Qualifications

Post-secondary education in a relevant field and/ or equivalent experience

Three to five years direct experience in Immigrant Services program delivery, including supervision, program development and financial monitoring preferred

Knowledge of community resources and agencies, including professional and specialized services for at-risk or marginalized populations, and how to access resources for the benefit of the participants

Excellent interpersonal, cross-cultural, written and verbal communication skills, and service methods appropriate to clients with low Literacy and low English skills

Familiarity with issues facing newcomers and vulnerable populations and barriers facing immigrants and refugees in regards to integration in social, cultural, and economic aspects of Canadian life

Expertise to work with participants suffering from social, emotional and mental health issues

Ability to set boundaries and self-care (e.g. financial, personal, medical, legal, conflict of interest, confidentiality, etc.)

Excellent leadership skills and strong administrative and critical thinking skills

Demonstrated computer proficiency
