About the Supervision Department and the Stablecoin Mandate A stablecoin is a digital asset designed to maintain a reliable value relative to an underlying asset, such as those that are pegged to a reference fiat currency (e.g., CAD).
Stablecoins are currently primarily used when trading cryptocurrencies but as the payments landscape in Canada and globally evolves stablecoins are introducing innovative ways for consumers and businesses to make payments.
Following Royal Assent of the Stablecoin Act , the Bank of Canada will be responsible for regulating and supervising stablecoin issuers and payment service providers using stablecoins.
This includes setting and enforcing expectations related to: reserve asset management redemption operational and technology risk.
The Payments and Regulatory Oversight Department is leading the Banks preparation for this new mandate, building on the foundation established under the Retail Payment Activities Act (RPAA).
What you will do Under the direction of the Director, Stablecoin Supervision , the Project Manager is accountable for leading the planning and execution of major delivery workstreams that collectively support the implementation of the stablecoins supervisory framework.
While the Director maintains overall accountability for mandate scope, design, sequencing, and strategic direction, the Project Manager is responsible for endtoend delivery leadership of assigned workstreams.
You will: Lead the planning and execution of project workstreams across policy, operations, and technology Develop, maintain, and evolve integrated work plans, schedules,
and delivery strategies Manage the schedule, scope, and delivery risks of assigned workstreams, identifying tradeoffs and recommending actions to maintain delivery integrity Coordinate daytoday crossdepartmental dependencies and handoffs with internal partners to ensure delivery coherence and momentum Shape delivery reporting, performance indicators, and escalation mechanisms to support timely and informed decisionmaking Support golive readiness activities and implementation handoffs for assigned workstreams, ensuring operational, supervisory, and technical readiness criteria are met Support engagement with key external stakeholders where input on project delivery is needed Contribute to delivery practices, tooling, and governance What you need to succeed Demonstrated ability to lead complex delivery work in environments with evolving requirements and multiple internal and external dependencies Strong written and verbal communication skills, with the ability to clearly convey delivery status, risks, and tradeoffs to stakeholders
Sound judgment and decisionmaking skills, with the ability to identify delivery risks, implement solutions, or escalate when needed.
Proven ability to manage competing priorities, adapt plans, and maintain delivery momentum under uncertainty Strong collaboration and stakeholdermanagement skills Nice-to-have Project Management Institute (PMI) certification or other relevant professional designations Experience managing medium to large technologyenabled initiatives, regulatory programs, or complex operational projects Experience leading delivery workstreams that involve business process design, operational readiness, and crossfunctional coordination Your education and experience The position requires a college diploma with a minimum of 8 years of relevant experience, an undergraduate degree with a minimum of 7 years of relevant experience or an equivalent combination of education and experience may be considered.

Salaries are based on qualifications and experience and typically range from $126,765to $149,135 (job grade 18) The Bank offers an incentive for successfully meeting expectations at 7 to 10% of your base salary.
The Bank offers additional performance pay (5%) for those who exceed expectations.
Exceptional performers who far exceed expectations may be eligible for higher performance pay.
