1GX Center of Excellence (CoE) manages and oversees the performance of the Government of Alberta's (GoA) enterprise resource planning (ERP) solution, 1GX. The CoE has overall accountability for service delivery and associated contract and vendor relationship management. 1GX is the core ERP solution for GoA functional areas including human capital, supply chain, financial, and treasury management. 1GX CoE also provides strategic leadership for the ongoing enhancement and development of 1GX applications to meet the GoA's evolving mission and continually changing business environment.
The 1GX Program Management Office (PMO) coordinates operational and implementation projects, strategic goals, the strategic roadmap, and vision of the 1GX program in the Government of Alberta.
The Senior Project Manager provides leadership for 1GX projects, working with the 1GX team, service provider, and 1GX clients to plan, develop, and deliver major additions, enhancements, and re-engineering initiatives.
The Project
Manager develops and implements project management standards, processes, and best practices to ensure a consistent approach to project delivery & implementation across the 1GX, CoE. The role ensures 1GX projects are on time, on budget, and are being managed and delivered in a consistent and transparent manner.
Under the guidance of the 1GX PMO Manager, this position provides project leadership and support to the planning and execution phases of 1GX projects, including working with executives to define project scope; develops work plans and sequences of activities; determines resources; develops schedules and allocates resources; determines project reporting schedules; and determines objectives and measures upon which projects will be evaluated.
Duties
- Provide project management leadership for large and complex 1GX projects, in accordance with established project management practices and in alignment with GoA strategic direction and applicable policies, agreements and standards.
- Working with Process & Technology Excellence (P&TE;), provide expertise and input to the development of project business cases, business analysis, process models / maps, project definitions, and requests for proposals.
- Define project scope with stakeholders, develop work plans and sequence of activities; determine resources; develop schedules and allocate resources; determine project reporting schedules; and determine objectives and measures upon which projects will be evaluated.
- Lead implementation phases for projects,
including execution of activities in accordance with project plans, monitoring projects and making necessary adjustments, developing templates to document project activities, and reviewing quality of work to ensure project standards are met.
- Monitor work plans for completion of project tasks.
- Develop and manage risk assessment and mitigation plan.
- Develop and manage issue logs, including prioritization and escalation as required.
- Develop post implementation review strategies.
- Where new or enhanced business applications are being implemented, work with specialist areas.
- Provide status reporting.
- Lead in project outcome measurement.
- Provide expertise and ensure appropriate signoff and approvals are in place for project documentation (e.g., project proposals, project charters, business cases, cost / benefit analyses, terms of reference, budgets, project management plans - communication, procurement, organizational change, etc.)
- Ensure business processes associated with projects are developed to support transition to operations within P&TE.;
- Provide expert advice, support, and recommendations to management and mentorship to team members.
- Ensure Manager/Director are informed of relevant and emergent issues and support development or responses and recommendations.
- Address escalated issues for projects and issues relating to project management standards, systems and processes.
- Draft responses to Action Requests, briefing notes, and compiled research that has been requested by the Manager, Director or branch Executive Director, ADM's office, DM's office or Minister's office.
- Support responses to information requests and other enquiries and provides Manager/Director with support for decision-making by preparing input to correspondence, briefing notes, reports, recommendations, and presentations.
- Develop, recommend, and implement process improvement.
- Identify and analyze trends, issues, and best practices to support ongoing enhancement of the 1GX mandate.
- Proactively engage and consult with stakeholders when providing project leadership, including relevant Stream Business Community (HCM, Payroll, Finance,
SCM, etc.), Business Analysts, and Service Managers, to identify impacts of business decisions and to ensure that the business needs of the stakeholders are considered, and that issues and problems are addressed.
- Build collaborative relationships, develop networks, and bring people together, including both internal and external stakeholders.
- Actively participates in internal and external committees, teams, and working groups.
- Collaborate with the Technology and Innovation other divisions to coordinate joint projects, impacts, and deliverables.
- Collaborate with the 1GX Business & Information Excellence (B&IE;) team in relation to organizational readiness, communications, and training functions associated with projects.
The Project Manager must be able to understand the business needs of various stakeholders which may be internal or external to government.

Manager also leads projects and works with various ministries requiring knowledge of several different technical areas and government processes.
The Project
Manager coaches staff and ministry partners in 1GX applications. Many of the challenges presented are recent and unprecedented. The position must be able to anticipate issues and develop innovative approaches to resolve those issues.

Manager ensures an agile approach to drive change management initiatives in a timely manner.

The position works independently and is expected to lead complex and large projects. The role does have access to the Manager and peers in the area.
Key Relationships
1GX Branch staff - Daily - Provide project leadership, direction, guidance, advice, and consultation; monitor performance; resolve complex issues.
Management 1GX PMO – Daily/weekly - Exchanges information; present plans; provide status reports; provide consultation and advice; contribute to complex decisions.
Cross-government stakeholders - monthly or quarterly - support cross-ministry engagement, committees, and meetings.
1GX solution integrator and other stakeholders - daily - determine and analyze business requirements; collaborate on initiatives and projects; resolve complex issues; encourage innovation; negotiate resolution of concerns and determine acceptable courses of action; development effective relationships.
Other service providers (e.g., consultants and contractors) - daily - provide direction and expertise, direct activities.
