Program Overview:

The Leasing and Tenant Relations Coordinator provides leadership and oversight for residential leasing and tenancy administration across YWCA Halifax’s leasing and property portfolio. The Coordinator ensures leasing, occupancy, rent administration, tenant transitions, and tenancy-management processes are consistent, legally compliant, well documented, timely, and aligned with organizational values.

This position oversees the full tenancy lifecycle, including applications, offers, lease execution, move-ins, rent and arrears administration, tenancy concerns, notices, hearings, evictions when required, move-outs, and unit turnover coordination. The Coordinator works closely with Housing Support, Property Services, Finance, and external partners to promote housing stability while maintaining fair, accountable, and sustainable housing operations.

Essential Duties of Position: Leasing, Applications, and Occupancy Management

- Lead leasing activities across the housing portfolio, including unit advertising or referrals, application administration, eligibility verification, applicant communication, selection processes, offers, and lease execution.
- Ensure tenant selection and leasing decisions follow approved eligibility criteria, program requirements, funding agreements, human rights obligations, and organizational policy.
- Monitor vacancies,



waitlists, application status, lease-up activity, and occupancy targets and address barriers to timely occupancy.
- Maintain consistent leasing packages, forms, checklists, templates, and approval processes across housing programs.
- Coordinate lease renewals, amendments, transfers, roommate or household changes, parking or storage agreements, and other tenancy documentation.

Residential Tenancy Administration and Compliance

- Ensure leasing and tenancy practices comply with the Nova Scotia Residential Tenancies Act, applicable regulations, human rights requirements, privacy obligations, funding agreements, and organizational policies.
- Maintain complete, accurate, secure, and current tenant records, leases, notices, inspection records, correspondence, payment agreements, and hearing documentation.
- Develop, implement, and improve standard operating procedures for leasing and tenancy administration.
- Monitor changes to residential tenancy requirements and coordinate appropriate updates to policies, forms, processes, and staff training.
- Provide guidance to managers and staff on consistent application of leasing and tenancy processes, while obtaining legal advice where required.

Move-Ins, Move-Outs, and Unit Turnover

- Oversee coordinated, welcoming, and well-documented move-in and orientation processes.
- Ensure move-in and move-out inspections, key and access management, condition documentation, tenant charges, and required notices are completed accurately and on time.
- Coordinate with Property Services and Housing teams to prepare units for occupancy and reduce avoidable vacancy and turnover time.
- Monitor unit status from notice to vacate through inspection, repair, cleaning, readiness, offer, and occupancy.
- Ensure departing tenants receive clear information regarding responsibilities, timelines, belongings, keys, account reconciliation, and available supports.

Rent Administration, Arrears, and Collections

- Oversee rent set-up, rent calculations where applicable, payment tracking, adjustments, arrears monitoring, account reconciliation, and related tenant communication in collaboration with Finance.
- Establish early-intervention and escalation processes for rental arrears and other tenancy-related debts.
- Develop and monitor reasonable payment agreements while supporting housing stability and organizational financial stewardship.
- Ensure notices, repayment arrangements, decisions, and collection activities are consistent, approved, documented, and legally compliant.
- Monitor trends and prepare reports on rent collection, arrears, payment agreements, and unresolved balances.

Tenancy Concerns, Enforcement, and Evictions

- Lead fair, consistent, trauma-informed, and legally compliant responses to tenancy concerns, including rent arrears, repeated lease breaches, property damage, unauthorized occupants, safety concerns, and other tenancy matters.
- Promote early intervention, clear communication, reasonable problem-solving, and collaboration with Housing Support before escalation, where appropriate and safe.
- Oversee warning letters, breach documentation, formal notices, mediation, Residential Tenancies hearings, orders, enforcement steps, and evictions when required.
- Coordinate documentation, witnesses, evidence, timelines, legal advice, bailiff or sheriff services, and post-order actions, as applicable.
- Ensure decisions balance tenant dignity and housing stability with safety, legal obligations, fairness to other tenants, and responsible stewardship of YWCA Halifax housing.

Tenant Experience, Partnerships, and Service Coordination

- Promote respectful, accessible,



tenant-centred communication throughout the tenancy lifecycle.
- Work closely with Housing Support teams to identify stabilization options, accessibility needs, referrals, and appropriate accommodations.
- Coordinate with Property Services on repairs, inspections, access, pest control, unit condition, damages, and turnover priorities.
- Build effective working relationships with Residential Tenancies, legal counsel, income assistance, rent supplement administrators, referral partners, and community agencies.
- Ensure tenant complaints and service concerns within the role’s scope are documented, responded to, and escalated appropriately.

Leadership, Quality Assurance, and Reporting

- Supervise, coach, and support leasing and tenancy administration staff, including workload planning, training, performance expectations, and career development.
- Establish annual work plans, service standards, internal controls, file review practices, and performance indicators.
- Monitor occupancy, vacancy, lease-up timelines, arrears, turnover, tenant retention, notices, hearings, and other operational indicators.
- Prepare accurate internal, Board, funder, and government reports, as required.
- Lead continuous improvement initiatives that strengthen consistency, accountability, legal compliance, tenant experience, and cross-departmental coordination.

Other Duties:

- Advance the vision and mission of YWCA Halifax
- Identifies and pursues opportunities for personal and professional development.
- Ensures the maintenance of all files, information systems, and databases related to areas of responsibility.
- Other duties as delegated by the Chief Operating Officer and/or Chief Executive Officer.

Working Conditions:

- Regular work is performed in office and residential housing environments.
- Travel between YWCA Halifax housing properties and attendance at hearings or partner meetings may be required.
- Occasional evening or urgent response may be required to support tenancy deadlines, hearings, move-outs, or housing operations.
- The role may involve emotionally complex tenancy matters and requires sound judgment, professional boundaries, confidentiality, and access to appropriate leadership support.

Qualifications and Experience:

- Degree or diploma in property management, business administration, housing management, public administration, social services, or a related field, or an equivalent combination of education and experience.
- Minimum five years of progressively responsible experience in residential leasing, property management, affordable or supportive housing, tenancy administration, or a related field.
- Strong working knowledge of the Nova Scotia Residential Tenancies Act and demonstrated experience applying residential tenancy requirements.
- Experience managing complex tenancy matters, arrears, notices, hearings, evictions, move-ins, move-outs, and unit turnover.
- Demonstrated supervisory experience and the ability to establish consistent systems across multiple properties or programs.
- Excellent documentation, organization, conflict-resolution, decision-making, and relationship-management skills.
- Experience with housing management databases, rent administration systems, and privacy-sensitive records is an asset.
- Valid driver’s licence and reliable access to transportation may be required.

Special Conditions of Employment Must have completed Work Hazard and Safety Training (WHMIS) or plan to complete within the first 6 months of employment. A Criminal background check, vulnerable sector search, and Child Abuse Registry Search are required.
