The role involves conducting comprehensive reviews of reports (including fire investigation reports), providing feedback, evaluating data to identify potential public fire safety risks and threats, and developing recommendations and solutions to improve fire safety for Ontarians. The OFM Quality Assurance and Risk Management (QARM) Unit provides internal oversight, quality assurance and risk management services, including reviews of OFM reports, data analysis, and collaboration with other OFM sections to support program delivery.Please note: The position may be located at any of the listed locations. The work location will be determined based on the successful candidate's location.Locations include:2284 Nursery Road, Midhurst, ON, L9X 1N825 Morton Shulman Avenue, Toronto, ON, M3M 0B1This competition may be used to fill future vacancies.About the jobSupport the overall quality assurance and risk management (QARM) framework and program for the Office of the Fire Marshal (OFM).Bring specialized expertise and objectivity to the review and analysis of fire investigation reports.Conduct quality assurance reviews of other OFM program areas to ensure processes and findings conform with standards, policies, and guidelines.Conduct research into fire investigation best practices by other agencies to ensure excellence in OFM.Conduct research and analysis into trends and consequences of fire including fire deaths, serious injuries and community impact.Provide support with legal and judicial matters.Work Environment:This position is very demanding psychologically. You will be exposed to images, reports and data of traumatic events on a regular basis, including fatal and non-fatal fires, responsible injuries, explosions, and community and environmental impacts.What you bring to the teamMandatory requirementsYou have a valid class G driver's licence or equivalent as recognized by the Province of Ontario.You are NFPA 1033 certified/trained or willing to be certified/trained.You are NFPA 921 trained or willing to become trained.Note: the OFM will provide required certification and training.Quality Assurance ExpertiseYou have knowledge of quality assurance principles, practices, methods, techniques, metrics, tools and software.You have knowledge of quality assurance,



risk and control frameworks to conduct in-depth reviews of fire investigations and other reports.You can assess, design, implement and evaluate quality assurance practices and resolve issues.Analytical SkillsYou have analytical skills to review investigation reports, information/data, trends, consequences, and risks.You can assess potential issues and provide advice, options, and recommendations.Specialized KnowledgeYou have knowledge of current and emerging fire investigation theories, methods, techniques and standards.You have knowledge of the criminal justice system, court requirements, protocols and procedures.You have knowledge of relevant legislation and regulations (e.G., Canada Evidence Act, Criminal Code of Canada, Provincial Offences Act, Ontario Evidence Act, Coroners Act, Fire Protection and Prevention Act, Fire Code, NFPA 1033 standards).You have experience conducting quality assurance of fire investigation reports and/or similar types of reports.Communication and Interpersonal SkillsYou have interpersonal and communication skills to conduct presentations, provide expertise and consult with stakeholders.You can build and maintain partnerships with team members, management, stakeholders and inter-jurisdictional counterparts.You can demonstrate tact and political acuity when dealing with politically sensitive situations.You have written communication skills to prepare submissions, planning documents, reports, briefing materials and correspondence.You can explain technical concepts and methodologies to audiences that may not have the same level of understanding.Planning, Organizational and Computer SkillsYou can acquire knowledge of ministry decision making structures and processes.You have planning and organizational skills to schedule, coordinate and lead quality assurance and risk management activities.You can operate standard software programs and tools to conduct reviews/analysis and prepare materials.Don 't meet every qualification?If you are excited about this position and meet most, but not all, of the listed qualifications, please still consider applying.
