Lead programs through early lifecycle phases A1 and A2, establishing scope, objectives, risks, requirements, and execution readiness
Facilitate handoff to Execution Program Managers at Phase B and support continuity through Phase C
Drive cross-functional alignment across Engineering, Operations, Business Development, and Program Management
Support bid and proposal activities involving RDE recovery, RevCOGS initiatives, and government-funded or industry-sponsored pursuits
Develop program management strategies, estimates, schedules, and execution approaches for proposals
Develop and manage internal and supplier Statements of Work
Review customer SOWs and contractual requirements
Translate requirements into Program Management Plans and execution artifacts
Support recovery of troubled or underperforming programs and initiatives challenged with phase exit requirements
Monitor, analyze, and report phase-exit performance metrics and drive corrective actions
Serve as PMO interface with customers, suppliers, and external stakeholders
Represent PMO in customer presentations, reviews, and business discussions
Align Program Management, GBE, CBT, Engineering, and other functional organizations
Contribute to program-management best practices, governance, and continuous improvement
Provide leadership and guidance on complex program-management challenges
Requirements Bachelor's degree in Engineering, with additional experience in Business, Program Management, or a related field
10+ years of progressively responsible experience in program management, product development, or recent product introduction environments
Demonstrated experience managing complex programs within satellite communications, aerospace, defense, telecommunications, or related high-technology industries
Strong understanding of program lifecycle management, phase-gate processes, and cross-functional product development methodologies
Experience developing and managing Statements of Work (SOWs), program plans, schedules, and execution frameworks
Proven success supporting bid and proposal activities, customer pursuits, and business development initiatives
Exceptional stakeholder management and communication skills, with extensive customer-facing experience
Strong analytical, problem-solving, and risk management capabilities
Must be eligible for Controlled Goods Program (CGP) clearance in Canada
PMP certification or equivalent (preferred)
Experience with government contracting, government-funded programs, or regulated industries (preferred)
Experience leading recovery efforts for complex or at-risk programs (preferred)
Advanced knowledge of satellite communications products and technologies (preferred)
Core Competencies Demonstrates expertise in program management, including lifecycle management, phase-gate processes, and cross-functional collaboration. Proven ability to develop and manage Statements of Work, program plans, and execution strategies in high-technology industries.
