As a candidate, you are encouraged to ask compensation related questions and have an open dialogue with your recruiter who can provide you more specific details for this role.Role Overview The OFSAA Transaction Monitoring Technology Lead is accountable for the technical design, build, and stability of the OFSAA Transaction Monitoring platform supporting enterprise AML programs. This role provides deep hands-on leadership across OFSAA, FCCM, ETL/IETL, Oracle, scheduling, and data pipelines, ensuring the platform is resilient, scalable, and compliant.The Tech Lead acts as the primary technical authority for Transaction Monitoring, driving architecture decisions, resolving complex production issues, and guiding engineering teams through platform changes, upgrades, and regulatory initiatives.Core Responsibilities Technical Ownership & Architecture Own the end-to-end technical architecture of the OFSAA Transaction Monitoring platform (OFSAA, FCCM, Oracle DB, ETL, scheduling, integrations)Define and enforce technical standards, patterns, and best practices for TM processing, job orchestration, and data handlingEvaluate and drive platform enhancements, performance optimizations, and modernization initiatives (e.G., cloud enablement, refactoring, re-engineering)OFSAA TM Engineering & Platform Build Lead hands-on engineering for OFSAA Transaction Monitoring jobs, including ER, TM, reconciliation, validation, and supporting batch processesDesign and maintain AutoSys job flows, dependencies, restartability, and recovery strategiesProvide deep technical guidance on Oracle SQL, partitioning, statistics collection, and performance tuningReview and approve TM technical designs, runbooks, and implementation artifactsProduction Support & Complex Issue Resolution Act as the highest-level technical escalation point for OFSAA TM production incidentsPerform root-cause analysis across OFSAA, ETL/IETL, Oracle DB, file ingestion, and scheduling layersDesign permanent fixes for recurring issues, data breaks, and performance bottlenecksProactively identify and remediate technical risks before they impact AML operationsData Quality, Controls & Reconciliation Design and oversee technical data quality controls, validations, and reconciliations feeding TM scenariosEnsure technical integrity between source systems, staging layers,



and OFSAA TM tablesPartner with data and controls teams to embed preventive and detective controls directly into TM pipelinesChange Delivery & Regulatory Initiatives Lead technical delivery for scenario changes, tuning, threshold updates, lookbacks, and regulatory commitmentsDrive TM changes through SDLC with strong focus on testability, traceability, and audit readinessSupport audits, exams, and model risk reviews by providing technical explanations, evidence, and system traceabilityTechnical Leadership & Mentorship Provide hands-on technical leadership to engineers, developers, and vendor teamsReview code, SQL, job definitions, and technical solutionsMentor team members on OFSAA TM internals, AML platform design, and production engineering best practicesAct as the technical bridge between AML stakeholders and engineering teamsRequired Technical Skills & Experience OFSAA / AML Platforms Strong hands-on experience with Oracle OFSAA Transaction Monitoring / FCCM TMDeep understanding of TM batch processing, entity resolution, alert generation, and lookbacksExperience supporting enterprise AML Transaction Monitoring in a regulated environmentEngineering & Infrastructure Advanced Oracle SQL, performance tuning, partitioning, and database troubleshootingStrong experience with AutoSys or equivalent enterprise schedulersExperience with ETL / IETL / Informatica, file ingestion, and reconciliation frameworksSolid understanding of Linux scripting, batch operations, and production support toolingDelivery & Problem Solving Proven ability to solve complex, cross-platform technical problems under production pressureExperience leading technical design and delivery in large, regulated environmentsStrong documentation and communication skills for technical and non-technical audiencesPreferred Qualifications Experience modernizing or migrating OFSAA / TM workloads to cloud platformsExposure to high-volume payments or real-time monitoring platformsPrior experience working closely with regulators, auditors, or model risk teams from a technology perspectiveWhat Success Looks Like Stable, high-performing OFSAA TM platform with minimal production incidentsClear, well-governed technical architecture understood across teamsFaster, safer delivery of TM enhancements and regulatory commitmentsHigh confidence from AML Operations, Risk, and Audit in the platform's technical integrityWho We Are TD is one of the world 's leading global financial institutions and is the fifth largest bank in North America by branches/stores.
