Teachers Retirement Association (TRA) has been administering pension coverage to Minnesota educators for decades, with a mission to help members and their beneficiaries plan for an independent and financially secure retirement. We are currently seeking job candidates with strong personnel experience to serve as our Human Resources Director.
The TRA Human Resources Director position reports to the Assistant Executive Director -- Human Resources, and serves as a strategic personnel expert for the organization’s staff and Board of Trustees. The position will be responsible for supervising three (3) employees, and leading efforts related to labor relations, leave administration, staffing, job evaluation, compensation setting, organizational policy maintenance, and personnel compliance training. The position will also serve as TRA’s Affimative Action Officer, and will participate in or lead a variety of HR projects.
This position is located in our St. Paul, Minnesota office and will require the incumbent to work a schedule that includes frequent in-person work. Travel may be required for in-state business up to 10%.
Minimum Qualifications Experience as a successful leader, which can include serving as a supervisor, lead worker, enterprise project manager, subject matter expert, and/or trainer.
Experience handling labor and employee relations, which can include conducting investigations, consulting on performance management or discipline, collective bargaining, handling grievances, mediating, leave administration, and/or providing heavy guidance on collective bargaining agreements.
Experience in hiring,



job evaluation, and determining compensation offers.
Analysis and problem-solving skills sufficient to evaluate information, research personnel issues, recognize problems, identify options/solutions, and make sound decisions and recommendations.
Strong knowledge of employment-related laws, rules, policies and/or administrative procedures, sufficient to provide consistent and compliant guidance.
Strong interpersonal skills necessary to supervise, develop staff, collaborate with and influence others, mediate and resolve conflict, conduct investigations, and champion a work culture that advocates for inclusion.
Ability to communicate effectively and clearly, both orally and in writing, to a variety of internal and external stakeholders on complex personnel matters.
Ability to plan, organize, and successfully manage competing priorities and deadlines for a small team of individuals.
Advanced proficiency in using Microsoft Word, Excel, Access, PowerPoint, and Outlook; Cisco WebEx; or equivalent software packages.
Successful candidates must also be able to maintain delegation of authority from Minnesota Management and Budget (MMB), as well as be able to secure their own transportation for in-state business travel and/or trainings. Travel may be required up to 10% of the time for this role.
Preferred Qualifications A Bachelor’s degree or higher in Human Resources, Industrial Psychology, Business Law, Legal Studies, or a closely related field.
Experience in assessing, approving, denying, and consulting on employee leave of absences.
Experience in conducting investigations and/or advising on disciplinary processes in a public sector environment.
Experience in managing personnel compliance matters, which can include developing personnel training, policies, and/or performance metrics, as well as handling human resources reporting requirements.
Experience managing a workplace budget.
Experience managing or supervising direct reports.
Physical Requirements This position requires occasional transporting of articles such as file folders, ledgers and/or small tools. May be required to move or maintain a stationary position for long periods of time.
