SUMMARY
The Senior Manager, Strategic Sourcing is accountable for the development and delivery of strategic sourcing plans for assigned categories. Specific responsibilities include, but are not limited to, category planning, strategy development and delivery, leading opportunities assessments and supplier contract development, implementation and life cycle management of major supplier agreements. At this level, categories managed are typically of medium to high complexity, value and/or risk.

This role will work in collaboration with all key BGIS departments to ensure full support of all activities and play a key role in our INTEGRATED approach to operating buildings.

KEY DUTIES & RESPONSIBILITIES
Safety Ownership and Regulatory Compliance

Comply with all internal and external requirements including but not limited to environmental, health and safety, fire protection and mandated byBGIS Health Safety and Environment Teams and enforced by law.

Leadership & Recognition

Employee Satisfaction Scores and employee recognition (development and implementation of action plans to improve ESAT scores)

Day to day support and team oversight/management

Strategic Category Management Planning & Delivery

Engage stakeholders to understand business requirements

Develop, recommend and implement category plans

Ensure that major procurement initiatives are completed in accordance with corporate sourcing policies and procedures, and that the resulting contractual agreements are compliant with BGIS Customer Master Service Agreement flow through requirements. Liaise with Risk Management, Legal Counsel, and Finance as needed.

Sourcing Strategy

Plan and execute procurement initiatives to achieve BGIS's strategic sourcing goals and objectives while mitigating risk to BGIS and its clients

Lead the review and measurement of the effectiveness of the strategy

Operate as the project manager to ensure initiatives are completed on schedule.

Identify opportunities to standardize service delivery scopes of work across BGIS customer groups and implement new standards,



including service level models, within cross client service agreements.

Ensure that the financial terms of major supplier agreements are optimized by leveraging the buying power of the BGIS group of companies and parent organizations.

Negotiate volume discount and rebate structures within major agreements, wherever possible. Negotiations must be in accordance with the IO Procurement Manual and the IO Procurement Policy

Escalate and resolve implementation issues as required.

Opportunities Assessment & Implementation

Perform sourcing opportunity assessment analyses to help prioritize the initiatives that will best support the corporate sourcing strategy and Customer Business Group objectives

Achieve improvements in operational efficiencies and cost savings as a result

Identify the required subject matter expertise and resources to effectively execute priority procurement initiatives. Then team with applicable BGIS Customer Business Groups, Lines of Business, and Central Support team members to execute each initiative. Identify and source 3rd party subject matter expertise and / or resources as needed.

Competitive Bids

Manage end-to-end competitive bid process for assigned categories

Team with Central Support Functions (i.e. Finance, Technical Services, and Shared Services) to demonstrate the cost benefit / return on investment of major services agreements

Negotiate with suppliers to secure optimum cost and maximum value. Negotiations must be in accordance with the IO Procurement Manual and the IO Procurement Policy

Supplier Contractual Agreements

Leads the negotiation, development, implementation, amendments and monitoring of supplier contractual agreements. Negotiations must be in accordance with the IO Procurement Manual and the IO Procurement Policy

Strategic Sourcing Best Practices & Industry Trends

Maintain in-depth and current category knowledge as well as knowledge of strategic sourcing best practices, public procurement best practices and industry trends

Provide category and strategic sourcing subject matter expertise

Vendor Qualification & Set Up Process

Review and approve vendor set up and vendor information changes

Decision Making Capacity





Develop procurement approaches that yield highest client and BGIS value; ability to develop and format compelling business cases; approaches and process impact BGIS cost of procurement, team effectiveness and client satisfaction

Negotiate and interpret contracts on behalf of BGIS and clients impacting: BGIS financial risk, adherence to Client contractual obligations, term of agreement and exit provisions, client service satisfaction, cost to client; with support available make decisions with respect to best approach toward contracts

Ensure maintenance of proper documentation and supporting process to meet BGIS, Client and business process needs

Support

Develop and maintain standard templates for strategic sourcing documentations including but not limited to contract agreements, scopes of work, service level agreements, and letters of agreements

Special projects as assigned

KNOWLEDGE & SKILLS

Community College Diploma with 5-10 years of relevant experience

Knowledge of strategicsourcing requirementsand practices.Maintainscurrent knowledge

Has outsourcing knowledge

Leadership skills and ability to influence multiple stakeholders and engage their support and consensus

Implementation and management skills

Exceptional conflict management / resolution skills

Advanced written and verbal communication skills – executive report writing

Ability to become engaged in issues outside of direct experience, quickly and effectively grasp key process elements and lead discussion with other stakeholders to determine root cause issues and make added-value policy and process recommendations and changes

This is a regular, full-time position with a salary range of $96,322 - $120,402 per annum. The starting salary will be based on the successful candidate’s competencies, including but not limited to experience, education and performance related to this role.
