Victoria Airport Authority is looking for an experienced andcollaborative leader to join our Planning and Infrastructure team as

Manager,Project Delivery and Engineering .

This is an exciting opportunity to take a leadership role in thedelivery of capital infrastructure projects that directly support theoperation, growth and evolution of Victoria International Airport. Fromplanning and design through procurement, construction and completion, you’llhelp turn ideas and priorities into infrastructure that makes a visible andlasting difference at YYJ.

Reporting to the Director, Planning and Engineering, you’ll lead atalented team of Project Managers and technical professionals and oversee theday-to-day delivery of VAA’s capital project portfolio. You’ll help strengthenproject delivery across the organization while balancing scope, schedule,budget, quality and safety with the unique operational requirements of anactive airport environment.

This isn’t arole where you’ll simply oversee projects from the sidelines.

You’ll be atthe centre of project delivery – working across the organization and withconsultants, contractors, tenants, regulators and airport partners to solveproblems, manage competing priorities and keep projects moving forward.

Requirements The ideal candidate will have:





Education & Experience

Degree in engineering, architecture, constructionmanagement, business administration, or related discipline, plus 7–10years of related experience; OR A minimum of ten years of related experience in asimilar leadership role.

Recent, relatedexperience must include:

Leading capitalinfrastructure projects.

Supervising or mentoringproject management staff.

Managing budgets,procurement processes, and contracted service delivery.

Preferred Qualifications

Experience managingcapital programs in an airport or transportation environment.

A P.Eng. with membershipin Engineering and Geoscientists of British Columbia (EGBC)

A PMP designation with the Project Management Institute

Knowledge of

Regulatory, safety, andindustry standards for airport infrastructure planning and construction.

Capital program managementpractices and project governance.

Procurement, contract negotiation, and contract management.

Transport Canada and Canadian Aviation Security regulatory frameworks.

Construction methodologies,cost estimating, and risk management.

Human resource leadership andperformance management.

Business English and formalcommunication practices.

Airport operations, safety standards, and regulatory compliance.

Skills and abilities

Strong leadership capabilities, including theability to coach, mentor, motivate, and manage performance while fostering a positive, accountable team culture.

Excellent project management skills, with the ability to direct complex projects, manage multiple priorities, and adapteffectively to changing operational needs.

Strong analytical, problem-solving, and judgementskills, with the ability to interpret data, evaluate options, and makesound decisions.

Skilled in negotiation, conflict resolution, andissues management, with the ability to navigate challenging situations andachieve effective resolutions.





Exceptional communication abilities—verbal,written, interpersonal, and presentation—capable of conveying complextechnical concepts in a transparent, audience-appropriate manner.

Ability to establish and maintain strong workingrelationships with employees, contractors, consultants, tenants, airportpartners, and other stakeholders.

Ability to work independently with a high degreeof autonomy, demonstrating initiative, accountability, and self-direction.

Ability to implement plans that contribute toorganizational goals, including interpreting and applying policies,procedures, specifications, standards, and regulatory requirements.

Ability to workeffectively in a safety-sensitive, compliance-driven environment, demonstrating high levels of integrity, professionalism, and ethicalconduct.

Proficiency with project management tools, assetdatabases, and standard office software, including expert-level competency with applications such as Excel and Outlook.

Required Security Clearance Within six (6) months of hire thesuccessful candidate must obtain and maintain the appropriate level of Airport SecurityClearance (RAIC) as a condition of employment

Avalid Class 5 British Columbia driver’s license.

Airside Vehicle Operator Permit (AVOP).

RadioOperator’s Certificate – Aeronautical.

VAA ispartof the federally regulated air transportation sector and employees must abideby any potential future federally mandated health measures (e.g. COVID-19vaccination/booster shots).
