Position Summary

Reporting to the Director, People Services, the Business Partner, People Services serves as a strategic partner and liaison between People Services and an assigned portfolio of departments, providing human resources advice and solutions in support of organizational objectives.

Responsibilities

Include, but are not limited to:

- Serve as a strategic People Services advisor to Directors, Managers, and Supervisors, providing guidance on workforce and people-related matters.
- Partner with leaders on workforce planning, staffing, succession, retention, engagement, and organizational priorities.
- Provide expertise on organizational reviews, restructuring, change initiatives, position design, and job evaluation.
- Interpret and advise on collective agreements, employment legislation, policies, procedures, and HR practices.
- Lead and advise on complex employee and labour relations matters, including investigations, performance management, grievances, discipline, and conflict resolution.
- Supervise and support People Services Generalists, serving as an escalation point for complex and sensitive HR matters.
- Provide workforce insights, recommendations, and People Services updates to leadership and contribute to business planning.

Qualifications The successful candidate will possess a post-secondary Diploma or Degree in Human Resources, Business, Management, or a related field as well as a Workplace Investigations Certificate. A CPHR Designation and experience in a public sector or unionized environment are considered assets. A minimum of five years of progressive human resources experience across multiple disciplines, including organizational design, job design and evaluation, talent management, and employee relations, with at least two years of labour relations experience, is essential.



Experience participating in collective bargaining is considered an asset. The successful candidate will have strong knowledge of employment legislation, collective agreements, HR best practices, and employee and labour relations, with demonstrated skills in workplace investigations, job evaluation, conflict resolution, and relationship building. The ability to exercise sound judgment, maintain confidentiality, influence change, and manage multiple priorities is essential. Proficiency in Microsoft Office 365, including Word, PowerPoint, Excel, and SharePoint, as well as ERP/HCM systems, is required. Hours of Work: 37.5 per week; Monday to Friday
