The Coordinator of Pay and Benefits is responsible for the operational delivery of the HR Pay and Benefits Program for the City of Winnipeg. This position is responsible for overseeing the administration, delivery, and compliance of the City's pay and benefit program for a workforce of approximately 10,000 employees. This includes developing, managing, maintaining, training and auditing of HR payroll-related processes, ensuring accurate pay practices, ensuring regulatory and collective agreement compliance, and supporting labour relations with HR pay &
benefits processing related questions/data. The Coordinator acts as a subject matter expert and provides functional direction and leadership to departmental HR pay and benefit teams and ensures timely, accurate, and customer-focused service to employees and departments, while promoting efficiency, consistency and transparency.
The Coordinator of Pay & Benefits will be initially responsible for designing, developing, implementing, and overseeing a newly established, formal HR Pay & Benefits program. This role will lead the development of standardized and consistent HR pay and benefits processes, service standards, and governance frameworks to support organizational goals.
As the Coordinator of Pay & Benefits, you will:
- Establish, lead and maintain the Pay & Benefits Program.
- Manage the HR pay and benefit program including ensure proper and timely payroll administration, advantages administration, PeopleSoft reporting, auditing, and the employee orientation process.
- Manage reporting, analytics, and continuous improvement of pay and benefits activities.
- Lead and oversee the training and development of pay and benefits staff to ensure client services are maintained and payroll deadlines are met.
Your education and qualifications include:
- Bachelor's degree in Human Resources, Commerce/Accounting, Public Administration or related field. An equivalent combination of education, training and experience may be considered.
- Payroll Compliance Professional (PCP) or Payroll Leadership Professional (PLP) Certification through the National Payroll Association (CPA); Certified Payroll Manager are strongly desired.
- 5 years of progressive payroll and benefits administration experience using an automated payroll system, including 3-5 years leading teams in a complex, unionized environment. Public sector or municipal experience is an asset.
- HRIS data administration and audit process experience related to pay and benefits. Use of PeopleSoft is preferred.
- Experience interpreting and applying policies, procedures, and/or collective bargaining agreements related to pay and benefits.
- Experience leading or supporting system implementations, upgrades or process automation related to pay and benefits
- Ability to establish and centralize a pay and benefits function, including process design,
controls and change management.
- Knowledge of the legal and regulatory environment governing pay and benefits including collective agreements, acts, regulations, legislation, policies and procedures, and business processes.
- Strong interpersonal skills with the ability to build and maintain relationships with internal and external stakeholders.
- Strong analytical and problem-solving skills with the ability to assess a situation, identify solutions, and offer recommendations for resolution.
- Strong verbal and written communication skills with the ability to articulate information in a tactful and clear manner.
- Strong financial acumen (reconciliations, analytics)
- Advanced data and excel skills.
