Parks and Recreation – Foreman The Town of Cardston is seeking an experienced and adaptable leader to manage its Parks and Recreation Department. This full-time position combines employee leadership, facility operations, project delivery, planning, and recreation service management.

About Us:

Cardston is a town of approximately 3,800 residents that takes pride in its comprehensive service offerings. Its parks and recreation assets include an ice arena, swimming pool, and spray park, as well as numerous outdoor courts, fields, playgrounds, and greenspaces.

Position Overview:

Lead the operation and continued development of Cardston’s recreation facilities, services, employees, and projects. The Foreman coordinates day-to-day work while strengthening departmental efficiency, service standards, employee capability, asset management, and long-term planning.

- 8 hours/day, 40 hours/week
- Some evening, weekend, and holiday work required

Key Responsibilities: Under the direction of the Assistant Administrator and in compliance with Town policies and applicable regulations, you will be responsible for:

- Employee leadership: Hire, train, direct, and evaluate permanent, seasonal, and casual employees; schedule and assign work according to operational priorities and employee capabilities to ensure responsible use of municipal resources; develop transferable skills; and hold employees accountable for results.
- Health and safety: Proactively establish safe work procedures, provide required training and supervision, conduct inspections, and enforce compliance with Town and regulatory requirements.
- Interdepartmental coordination: Coordinate with other Town departments on shared projects, contribute Parks and Recreation expertise and labour, ensure the Department’s long-term operational and maintenance interests are considered, and promptly advise the Assistant Administrator of issues affecting departmental commitments or project delivery.
- Community partnerships: Work collaboratively with recreation groups to support their programs and projects, balance competing needs fairly,



and ensure decisions reflect community priorities and responsible use of municipal resources.
- Facility operations: Oversee the opening, operation, inspection, maintenance, public use, and seasonal closure of recreation facilities, parks, fields, courts, playgrounds, and greenspaces.
- Budget and asset management: Prepare and administer operating and capital budgets, maintain inventory controls, provide year-end inventory counts, facilitate updates to the Recreation Master Plan, and make informed recommendations about asset maintenance, improvement, and replacement.
- Projects: Plan and deliver assigned operational and capital projects by coordinating budgets, labour, materials, contractors, schedules, and completion benchmarks.
- Service analysis: Evaluate programs, fees, agreements, staffing practices, and proposed operational changes using costs, benefits, risks, usage information, and community needs to support evidence-based recommendations to improve services or maintain existing practices.
- Standards and procedures: Develop and continually improve documented standards, procedures, and strategies for facility maintenance, work practices, quality control, facility use, and regulatory compliance.
- Innovation and efficiency: Actively identify and implement technology and improved work methods that increase efficiency and effectiveness across all departmental responsibilities.

Qualifications:

- Strong leadership skills, including delegation, employee development, workforce planning, and accountability.
- Excellent written and verbal communication, organization, problem-solving, and conflict-resolution skills.




- Demonstrated ability to organize employees and operations efficiently according to priorities and capabilities while ensuring responsible use of municipal resources.
- Demonstrated ability to establish safe work practices, deliver training, document expectations, and maintain quality standards.
- Ability to analyze costs, benefits, risks, usage data, and long-term operational impacts.
- Adaptability and willingness to improve established practices in response to Council priorities, community needs, and demonstrated results.
- Ability to collaborate across departments and build productive relationships with community organizations and facility users.
- Sound judgment and a commitment to fair decision-making and responsible stewardship of municipal resources.
- Experience supervising employees and coordinating operations or projects in recreation, facility maintenance, or a related field.
- Ability to adopt and use technology to improve operational and administrative efficiency.
- Valid driver’s licence.

The following qualifications would be considered assets:

- Municipal parks, recreation, or facility-management experience.
- Experience preparing budgets, managing assets, delivering capital projects, or analyzing service data.
- Knowledge of recreation facility operations, maintenance practices, machinery, and regulatory requirements.
- Arena or pool operator certification.
- Herbicide applicator certification.
- Air-brake certification.
- Experience implementing digital administrative or operational systems.

Pay: $35.73-$41.00 per hour
