Location: Calgary, Alberta
Work Arrangement: Hybrid – 3 days onsite per week (Tuesday–Thursday)
Contract Term: Initial 6-month contract, with potential for extension
We are seeking a highly experienced Senior IT Program Manager to provide strategic leadership and delivery oversight across a diverse portfolio of enterprise technology initiatives.
This is an chance for a seasoned IT generalist and strong people leader to oversee multiple concurrent projects spanning infrastructure, applications, cloud technologies, and enterprise platforms. The successful candidate will provide leadership and direction to Project Managers while effectively managing business stakeholder expectations and ensuring programs and projects are delivered successfully.
The ideal candidate will bring significant experience leading complex, cross-functional IT programs and will be comfortable working with senior technology leaders, business stakeholders, delivery teams, and external vendors.
Key Responsibilities
- Provide overall leadership and strategic oversight for a portfolio of complex IT projects and initiatives.
- Lead and support Project Managers, providing guidance, direction, and assistance in resolving delivery challenges.
- Manage program-level scope, schedules, budgets, resources, risks, issues, dependencies, and delivery outcomes.
- Ensure projects follow established project delivery frameworks, governance processes, and PMO standards.
- Oversee project plans, schedules, milestones, and financial performance to ensure delivery commitments are achieved.
- Manage stakeholder expectations and maintain strong relationships with business leaders, technology teams, and executive sponsors.
- Provide executive-level program reporting, including progress updates, financial forecasts, risks, issues, and variance analysis.
- Participate in annual program and project planning activities.
- Support the development of business cases,
project charters, and other key program documentation.
- Manage relationships with vendors and system integrators, including Statements of Work, contract performance, deliverable quality, and issue escalation.
- Facilitate program governance and executive steering committee meetings.
- Identify program-level risks and challenges and develop effective strategies to support successful delivery.
- Ensure alignment between program objectives, technology strategy, and business priorities.
Technology Portfolio
The Program Manager will oversee a broad and diverse portfolio of IT initiatives. Projects may include:
- Infrastructure and application upgrades and enhancements
- Cloud migration initiatives
- Enterprise productivity and collaboration platform implementations
- Database and server modernization
- GIS and engineering applications
- SaaS and cloud-based applications
- Custom application development
- Telephony and unified communications modernization
- Industrial and operational technology applications
- SharePoint and collaboration platform initiatives
- Virtual desktop and infrastructure modernization
Required Qualifications
- Bachelor's degree in Computer Science, Business Administration, Engineering, or a related discipline.
- 15+ years of progressive IT Project and Program Management experience.
- A minimum of 5 years of dedicated Program Management experience leading medium- to large-scale, cross-functional initiatives.
- PMP certification is required.
- Demonstrated experience managing complex,
enterprise-level IT programs consisting of multiple interconnected projects.
- Proven accountability for end-to-end program delivery, including scope, schedule, budget, quality, resources, risks, issues, dependencies, and business outcomes.
- Experience leading and providing oversight to Project Managers and cross-functional delivery teams.
- Strong experience managing executive and business stakeholder expectations.
- Experience working with infrastructure, enterprise applications, cloud technologies, and complex technology environments.
- Practical experience with Agile, Waterfall, and Hybrid delivery methodologies.
- Experience operating within a structured PMO or project governance environment, including:
- Program and project reporting
- Financial forecasting
- Deliverables management
- Stage-gate processes
- Executive and steering committee reporting
- Strong vendor and system integrator management experience, including SOW development, contract oversight, vendor performance management, and escalation of delivery or commercial issues.
- Exceptional leadership, communication, facilitation, negotiation, stakeholder management, and problem-solving skills.
Preferred Qualifications
- PgMP certification is strongly preferred.
- PMI-ACP or other relevant project management certifications are considered an asset.
- Experience working within a regulated industry, utility, critical infrastructure, energy, engineering, or capital project environment.
- Experience managing portfolios involving a combination of infrastructure, cloud, enterprise applications, and custom software development.
- Experience supporting large-scale technology modernization and migration initiatives.
- Demonstrated ability to build trusted relationships across business, IT, executive leadership, vendors, and project delivery teams.
