Job Title: Organizational Change Manager

Location: Edmonton, AB – Remote, with occasional onsite meetings as required

Employment Type: Contract – 12 Months, with possible 12-month extension

About the Role

We are seeking an experienced Organizational Change Manager (OCM) to lead change management, business readiness, communications, training, stakeholder engagement, and adoption activities for a major digital transformation initiative.

The successful candidate will develop and execute strategies that prepare stakeholders for changes to business processes, technology, services, and AI-enabled ways of working, while supporting deployment readiness, transition to operations, and post-implementation adoption.

Key Responsibilities

- Develop and execute integrated Organizational Change Management and Business Readiness strategies and plans.
- Conduct stakeholder analysis, change impact assessments, readiness assessments, and organizational impact analysis.
- Identify change-related risks, resistance factors, dependencies, and mitigation strategies.
- Develop communications strategies, key messages, presentations, FAQs, stakeholder briefings, and executive reporting materials.
- Plan and coordinate stakeholder engagement activities across business, technical, operational, and vendor groups.
- Develop and oversee training materials, user guides, job aids, knowledge articles, and other learning resources.
- Coordinate training planning, scheduling, delivery, and knowledge-transfer activities.
- Develop strategies to drive user adoption and sustained use of new processes, technologies, and digital capabilities.
- Support business leaders and managers in preparing impacted users for organizational and technology changes.
- Coordinate business readiness activities for deployment, go-live, hyper-care, stabilization, and transition to operations.
- Establish readiness criteria, adoption metrics, reporting mechanisms, and continuous improvement activities.
- Provide regular status updates on change management, communications, training, stakeholder engagement, and business readiness.
- Participate in governance forums, readiness reviews, steering committees,



stakeholder meetings, and executive reporting sessions.
- Identify appropriate opportunities to use approved AI and Generative AI tools to improve communications, training, knowledge management, readiness analysis, and reporting.
- Ensure AI-assisted outputs are reviewed for accuracy, privacy, security, accessibility, quality, and alignment with organizational standards.

Mandatory Skills & Qualifications

- Degree or diploma in Computer Science, Information Technology, Business Analysis, Information Systems, Public Administration, Business Administration, Organizational Development, Communications, Human Resources, Adult Learning, Project Management, or a related discipline.
- 13+ years of experience working as an Organizational Change Manager on at least one multi-year public-sector project impacting 50+ staff.
- 17+ years developing and implementing change management strategies/plans, business readiness plans, stakeholder engagement/communications plans, or change impact and mitigation strategies.
- 17+ years developing effective stakeholder communication materials, including newsletters, FAQs, user guides, and presentations.
- 17+ years leading OCM activities for business transformation and technology-enabled projects.
- 15+ years working in Agile, Scrum, or hybrid project delivery environments.
- 17+ years developing and delivering communications and presentations to audiences ranging from executives and sponsors to managers and end users.
- 17+ years building effective relationships with leadership and stakeholders.
- 2+ years supporting licensing, regulatory, permitting, or citizen-facing service transformation initiatives.
- 2+ years implementing citizen-service portals and business workflow applications on the ServiceNow platform.




- 1+ year leveraging and evaluating AI-assisted tools for communications, training, presentations, knowledge articles, stakeholder engagement, adoption, and readiness.
- 1+ year using AI and Generative AI tools to support change management, communications, training, stakeholder engagement, and business readiness.
- Strong stakeholder management, facilitation, communication, analytical, and organizational skills.

Preferred Skills

- Prosci Change Management certification/designation.
- Agile certification.
- Experience supporting large-scale public-sector transformation programs.
- Experience with ServiceNow citizen services and workflow solutions.
- Experience supporting regulated, licensing, permitting, or citizen-facing services.
- Robust experience integrating AI-enabled tools into OCM and business readiness activities.
- Experience with adoption measurement, readiness metrics, and post-implementation sustainment.
