Halifax Regional Municipality is inviting applications for the regular, full-time position of Crossing Guard Supervisor, in Community Standards & Compliance for Community Safety.

Reporting to the Community Safety Program Manager, the Crossing Guard Supervisor is responsible for the management and coordination of School Crossing guards in their respective geographical area. The incumbent will lead a team of crossing guards that span over 160 crosswalk locations that primarily serve elementary school students. The incumbent must be capable of communicating with all levels of management within the organization , provincial government partners and elected officials.

The Crossing Guard Supervisor evaluates Crossing Guard performance through audit and assessments. The supervisor and also responsible to advise on crosswalk requirements and develop policies and procedures for the subject area.

It is expected the incumbent has a genuine appreciation for and understanding of protocol, discretion and professionalism.

DUTIES AND RESPONSIBILITIES:

Operations:

- Recruits, hires, trains, equips, develops, supervises personnel, and provides orientation to new employees.
- Resolves service delivery issues on a day-to-day basis.
- Aligns operational systems with corporate service standards and deliverables.
- Responsible for monitoring compliance with Occupational Health and Safety, NS Motor Vehicle Act, and other workplace safety requirements.
- Recommends and implements service delivery improvements.
- Develops and nurtures relationships with appropriate external and internal contacts.
- Conducts site visits at crosswalk locations to address conflict, respond to issues and support staff.
- Takes corrective action as required, ensuring crossing guards conduct their duties in accordance with internal procedures to provide excellent customer service to the public.
- Evaluates resources to ensure that crossing guards are placed to best serve the student population.
- Schedule, supervise, motivate and coach staff.
- Contributes to the development of policies, procedures, and safe work practices.
- Back-up for crossing guards as required on short notice.

Supervision:

- Evaluates and manages performance for crossing guards against service level standards. Conducts performance evaluations and provides guidance on procedures.
- Fosters a positive work environment through leadership and support.
- Manages scheduling, staff call-ins, daily time sheets, absence and replacement reports, and payroll submissions.
- Ensures adherence to HR policies, collective agreements, and safety standards.




- Conducts site visits to observe crossing guards for the purpose of performance assessment, follow up on complaints, and general auditing purposes.
- Administers disciplinary actions and consults with the Program Manager on staff issues.
- Arranges and verifies safety training to satisfy qualifications for crossing guard staff.
- Oversees compliance with collective agreement terms and serves as the first point of contact in grievance resolution.
- Submits and approves payroll, attendance, vacation, and sick leave.

Corporate Occupational Health and Safety Responsibilities:

- Responsible for implementing and complying with HRM Corporate Occupational Health & Safety policies, Business Unit (BU) specific safety policies, the NS Occupational Health & Safety Act and the safety regulations applicable to the work activity.
- Responsible for maintaining a safe work environment for the Crossing Guard Program by:
- Ensuring that equipment, machines, facilities and materials are maintained in a safe operating condition;
- Reporting accidents, incidents and near miss events to the BU Director and the HRM Corporate Safety Group;
- Ensuring workplace hazard assessment processes/procedures are followed, including completing documentation to track, identify and monitor unsafe conditions as per established procedures;
- Taking appropriate corrective measures as needed and required.
- Advises staff on actual and/or potential workplace hazards for the development, implementation and monitoring of safe work procedures and practices
- Ensures appropriate training for staff is available and taken as required.
- Represents Crossing Guard Program Management on JOHSC. Promotes staff participation, involvement and cooperation with management and the Joint Occupational Health and Safety Committee (JOHSC).
- Encourages the development of effective protected work procedures and practices as part of the HRM Occupational Health & Safety Policy, advocating for the unique needs of the Crossing Guard Program.
- Responsible for entering all safety accidents and incidents in the HRM database.
- Responsible for investigating workplace accidents or incidents.
- Seeks advice from the Corporate Safety Group as required and needed.

Customer Service:

- Responds professionally to public feedback regarding crossing guard conduct.
- Updates databases with case file updates/documentation as required throughout citizen complaint investigation process.
- Intakes client issues, concerns, compliments, and suggestions regarding crossing guards or the crossing guard program and resolves issues as needed.
- Promotes services and public awareness by attending events, distributing posters/ flyers, attending meetings, and school visits.




- Develops partnerships and networks with community groups.
- Provides service support to internal customers.
- May perform other related duties as assigned.

QUALIFICATIONS:

- 2 year diploma in business administration, management, or related field
- Bachelor’s degree in business administration, management, or related field considered an asset
- Minimum three (3) years supervisory experience.
- Supervisory experience in a unionized environment is considered an asset
- Minimum three (3) years of experience in customer service to the public is required.
- Experience working with database software.
- Must have a Class 5 Driver's License and submit a Driver's Abstract.
- Occupational Health and Safety Committee, Workplace Inspections, Incident Investigation training and experience are an asset

Technical/Job Specific Knowledge and Abilities:

- Knowledgeable of all applicable laws concerning crosswalks and adult crossing guard services;
- Ability to prioritize, meet deadlines and organize work;
- Demonstrated computer technology skills in Microsoft Office Suite
- Ability to problem solve and make independent decisions
- Must be able to work within a unionized environment;
- Knowledgeable of the Collective Agreement;
- Ability to communicate both internally and externally with crossing guards, co-workers and senior members of the Halifax Regional Municipality;
- Ability to represent Program Manager at meetings as required;
- An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.
- Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

Security Clearance Requirements: Applicants are required to complete a Criminal records Check Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, Full-time

HOURS OF WORK: Monday to Friday, 6:30 to 3:30, 35 hours per week rotating between 6:30 am to 2:30 PM and 7:30 am to 3:30 pm shifts which include one-hour unpaid lunch period.

SALARY: NU 4 non-union scale $57,338 - $67,460. Salary will be commensurate with education and years of applicable experience.

WORK LOCATION: 7 Mellor Ave, Dartmouth, NS.
