Access to Information and Protection of Privacy Office - Government of Newfoundland and Labrador

Reporting to the Executive Director of the ATIPP Office, the Director of Policy and Professional Development is a critical role in the Access to Information and Protection of Privacy (ATIPP) Office. The ATIPP Office plays a vital role in providing strategic and expert access and privacy advice to over 460 public bodies across Newfoundland and Labrador. We are dedicated to ensuring compliance with the Access to Information and Protection of Privacy Act, 2015 (ATIPPA, 2015) and fostering a culture of openness, transparency and privacy protection

As the Director of Policy and Professional Development, you will lead and develop this new division with a focus on establishing a centre of excellence in access and privacy. You will lead the development and implementation of innovative learning and development strategies, policy initiatives, and professional development programs. You will work closely with the divisions in the Office as well as other public bodies to deliver comprehensive training and support in access to information and the protection of privacy.

Key Responsibilities:

- Lead the development and implementation of learning and development strategies for access and privacy professionals.
- Oversee the creation and delivery of government-wide policies, guidance, and training related to access, open information, and privacy.
- Collaborate with over 460 public bodies to deliver tailored training initiatives.
- Direct and coordinate all aspects of planning, accountability, and evaluation related to access and privacy.
- Provide leadership in the development and implementation of policies,



procedures, and performance standards.
- Provide strategic leadership and direction to a team of Practice Advisors and Municipal Access and Privacy Analysts.
- Cultivate a culture of continuous improvement, empowering team members to develop their skills and embrace new approaches.

Screening Criteria

1. Completion of undergraduate degree in a related field such as law, business, information management or related discipline (equivalencies will be considered)
2. Progressive experience at the management level
3. Experience managing teams and/or projects
4. Experience with developing and delivering training materials (asset)

Assessment Criteria

1. Knowledge of ATIPPA, 2015, the regulations and cost schedule and knowledge of other statutes that could impact ATIPPA (asset)
2. Ability to interpret, analyze and apply complex legislation and policy
3. Ability to create and execute professional development strategy, including providing strategic direction, managing budgets, human resources, business planning and communications
4. Executive-level verbal and written communication skills, with ability to effectively exchange information
5. Ability to develop, implement and evaluate policy, procedures, standards and guidelines
6. Ability to adapt to change (willingness to stay updated on emerging technologies, legislative changes and trends)
7. Ability to exercise diplomacy and sound judgment when working with senior leaders, colleagues, public bodies and other stakeholders
8. Continuous business improvement process methodology skills
9. Leadership and management acumen leading diverse teams and collaborating with stakeholders
