Job Title: Diversity Shadow Project Program Manager

Location: St. John’s, NL

Position Type: 1 full-time position until March 31, 2028, with possibility of extension pending budget availability and satisfactory performance

Reporting to the Senior Director of Programs or designate, the Diversity Shadow Project (DSP) Program Manager leads a three-year settlement initiative focused on improving inclusive and equitable support for newcomers. The role is responsible for coordinating project planning, budgeting, community engagement, staff training, resource development, service-gap identification, evaluation, reporting, and compliance with funding and organizational requirements, with a focus on turning newcomer and partner input into practical service improvements.

Roles and Responsibilities

Project Leadership & Compliance

- Manage the DSP work plan, budget, timelines, risks, deliverables, and reporting.
- Ensure compliance with ANC policies, funding requirements, privacy standards, and applicable laws.
- Maintain accurate project, financial, and outcome records and coordinate project resources.

Newcomer Engagement & Advisory Committee
- Establish and coordinate an Advisory Committee comprised of under-represented newcomer groups.
- Engage newcomers and partners to identify service gaps, barriers, and opportunities.
- Ensure participation is accessible, safe, confidential, trauma-informed, and respectful.





Training & Capacity Building
- Develop and deliver staff training, referral tools, and practical resources.
- Strengthen referral systems and support collaborative solutions that respond to identified service gaps.
- Share knowledge and best practices with ANC staff and community partners.

Evaluation & Systems Change
- Track project activities, outcomes, participation, and lessons learned.
- Conduct surveys, interviews, focus groups, and other evaluation activities.
- Turn findings into practical recommendations and service improvements.

Partnerships & Communication
- Build strong relationships with newcomers, staff, community organizations, consultants, and IRCC.
- Facilitate accessible meetings, workshops, and consultations.
- Represent ANC at relevant community and sector events.

Qualifications & Core Competencies:
- Relevant post-secondary education in social sciences, education or related fields or equivalent combination of education and experience.
- Experience managing community, settlement, equity, inclusion, or capacity-building projects and working respectfully with newcomers, under-represented communities, and community partners.
- Solid project management, organization, budgeting, and reporting skills.
- Excellent communication,



facilitation, partnership-building, and conflict-resolution skills.
- Knowledge of equity, inclusion, accessibility, and trauma-informed practices.
- Experience with evaluation, data collection, and continuous improvement.
- Strong judgment regarding privacy, confidentiality, safeguarding, and financial accountability.
- Proficiency with digital and collaboration tools.
- Knowledge of the Newfoundland and Labrador settlement sector and additional language skills are assets.

Conditions of Employment:
- Legal authorization to work in Canada is mandatory
- Flexible to work outside of core hours (Monday-Friday, 9:00am - 5:00pm) is required
- Evenings and weekends may be required
- Valid Class 5 Newfoundland and Labrador driver’s license and daily access to a personal vehicle are required
- Ability to travel is required
- Position is subject to a satisfactory Criminal Record Screening and Vulnerable Sector Check from the Royal Newfoundland Constabulary
