Niacon is a Niagara-based construction management and general contracting firm delivering institutional, commercial, industrial, and multi-residential projects throughout Southern Ontario. We are seeking an experienced Estimating & Procurement Manager to lead our estimating and procurement functions. This role will be responsible for overseeing project pursuits from pre-construction through award, managing procurement strategies, developing trade partner relationships, and leading a growing team of estimators and procurement professionals.

Key Responsibilities

Estimating & Bid Management

- Lead the preparation of accurate, competitive estimates for tendered, negotiated, and design-build projects.
- Review drawings, specifications, and addenda to identify scope requirements, risks, and opportunities.
- Manage the full tender process, including bid invitations, RFIs, scope reviews, bid leveling, bid closing, and submission.
- Perform quantity take-offs and cost analysis using industry-standard estimating software.
- Attend pre-bid meetings and site visits as required.
- Develop and maintain strong relationships with subcontractors, suppliers, consultants, owners, and industry partners.
- Identify value engineering opportunities that reduce costs while maintaining quality, schedule, and project requirements.
- Manage multiple pursuits simultaneously while maintaining accuracy and meeting critical deadlines.
- Develop and maintain historical cost databases, productivity metrics, and pricing benchmarks.
- Present estimates, procurement strategies, and bid recommendations to senior leadership for go/no-go and award decisions.
- Monitor market trends, construction costs, and procurement risks to support effective bidding strategies.

Procurement & Trade Partner Management

- Lead post-award procurement and subcontract buyout activities.




- Develop and maintain a qualified network of subcontractors and suppliers across all major trades.
- Monitor and evaluate subcontractor performance throughout project execution, including quality, safety, productivity, schedule compliance, contract administration, and issue resolution. Maintain performance records and lessons learned to support future procurement strategies, trade partner development, and subcontractor selection.
- Negotiate pricing, terms, scopes, and contract conditions to maximize project value and protect company margins.
- Lead the preparation and negotiation of comprehensive subcontract agreements, ensuring scopes are clearly defined, contractual risks are appropriately allocated, and all commercial, legal, insurance, bonding, and performance requirements are incorporated and aligned with project objectives.
- Coordinate issuance and management of subcontracts, purchase orders, and change orders in collaboration with contract administration staff.
- Monitor material lead times, availability, and market pricing to mitigate schedule and cost escalation risks.
- Ensure compliance with insurance, WSIB, bonding, and health and safety requirements.
- Support project teams in resolving procurement-related issues during project execution.

Leadership & Department Management

- Lead, mentor, and develop estimators and procurement personnel.
- Establish departmental standards, workflows, templates, and best practices.
- Coordinate the transition of awarded projects to Operations and Project Management teams.
- Collaborate with Business Development and Executive Leadership on pursuit strategies, market opportunities, and pipeline planning.




- Track and report departmental KPIs, including win rates, estimate accuracy, gross margin performance, and procurement savings.
- Drive continuous improvement initiatives within estimating and procurement processes.
- Contribute to strategic planning and company growth initiatives.

Qualifications

- 7+ years of progressive experience in estimating and/or procurement within the ICI construction sector.
- 2+ years of leadership, supervisory, or management experience.
- Diploma or degree in Construction Management, Civil Engineering, Quantity Surveying, Engineering Technology, or a related field. Equivalent experience will be considered.
- Strong knowledge of Ontario construction practices, CCDC contracts, procurement methodologies, and industry standards.
- Thorough understanding of local subcontractor and supplier markets throughout Niagara and Southern Ontario.
- Proficiency with PlanSwift, Bluebeam, Procore, Microsoft Excel, and other construction management software.
- Excellent analytical, negotiation, organizational, and problem-solving skills.
- Strong written and verbal communication skills with the ability to present to clients and senior leadership.
- Ability to build and maintain strong internal and external relationships
- Ability to use emerging technology to stay competitive (AI)
