Scope The Technology and Innovation (TI) ministry requires Information Technology (IT) professional resource to provide Senior Project Management services for the project delivery of the TI IMT ministry projects to Modernize & Enhancements of GoA Service Delivery within ministry of TI.
Initiatives to Modernize & Enhancements of GoA Service Delivery of Department application including the following:
Project 1: Technology and Innovation DMND0013862 On-Prem ADXStudio Service Migration - Phoenix Grant System
ADXStudio is a legacy platform on-premises (on-prem) portal service within the Government of Alberta (GoA), hosted in an inhouse data center which is no longer supported by the vendor (Microsoft). The formal support by Microsoft for ADXStudio ended on August 1, 2018. This initiative is to address Phoenix Grant applications only as at current time the Phoenix Grant applications are presenting the highest risk.
Upgrade the on-prem ADXStudio to Power Pages will ensure that relevant patches are available from the vendor (Microsoft) to support the platform which will then reduce the probability of this exploit, leading to a low risk.
Project 2: Workplace and Resources DMND0016265 Digitization of Water Licences To align with the water mandate, it is imperative to proceed with digitization of water license documents across different regions of Alberta to have quicker access to information. The current process is hindering timely decision-making and ultimately impacting the management and allocation of water resources.
Project 3: Service Alberta and Red Tape Reduction DMND0016875 Electric Vehicle (EV) Tax Estimated
This initiative will implement an Electric Vehicle (EV) tax for electric vehicle owners by January 2025. An annual electric vehicle tax is being applied to EV owners which will be paid when owners register their vehicles, along with the existing registration fee. This will result in funds being made available from EV owners,
that will be used by the provincial government to provide services to Albertans.
Project 4: DMND0002055 Seniors Financial Assistance Online Application and Portal Minimum Viable Product (MVP)
Seniors Financial Assistance (SFA) programs involve a paper application or online upload of application documents. When there are changes to their information, seniors connect with the Alberta Supports Contact Centre (ASCC) to submit updates (e.g. banking information, change of marital status). ASCC staff manually submit the information for processing.
ASCC received approximately 155,000 calls related to seniors programs and services in 2018. SFA recipients are mailed paper notices and communications multiple times a year. Approximately 700,000 letters are sent out on behalf of SFA programs annually.
The purpose of this initiative is to digitize the majority of the application process for seniors' financial assistance programs.
Duties
Responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding status of project.
- Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
- Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries' enterprise architecture.
- Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
- Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
- Manage multiple projects, project resources and project governance.
- Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
- Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
- Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project's objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
- Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
- Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
- Develop, as required, related requirements documentation.
- In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
- Provide leadership and assistance to business and project teams that require change management and communication support.
- Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
