About the job
You will play a key role in developing policies that strengthen municipal financial frameworks:
- Lead planning and development of policy options and strategies, drafting recommendations for senior management.
- Prepare and coordinate cabinet submissions, regulations, and legislative amendments for key acts (Municipal Act, City of Toronto Act, Development Charges Act).
- Conduct research and financial analysis, preparing briefing materials and policy papers.
What you bring to the team

Lead projects and guide teams to success.
- Demonstrated experience managing projects and coordinating the work of teams.
- Experience leading policy projects, conducting research, and preparing cabinet submissions.
Municipal Finance and Policy Expertise
Apply your knowledge to shape municipal finance policy.
- Knowledge of municipal finance issues and their policy implications.
- Knowledge of qualitative and quantitative methodologies and financial modelling.
- Experience with policy analysis, development, and approval processes.
- Ability to interpret and apply municipal finance legislation and regulations
Strategic Analysis and Policy Development
Turn data and research into actionable policy solutions.
- Experience analyzing complex information and identifying solutions to policy issues.
- Experience planning and conducting financial research and analysis.
- Ability to develop policy options and formulate recommendations.
Communication and Stakeholder Engagement
Build relationships and communicate with impact.
- Experience preparing clear, accurate, and concise briefing notes, reports, and other written materials.
- Ability to present information and recommendations to senior officials.
- Experience building team-oriented relationships and working with internal and external stakeholders to achieve shared objectives.
