Stafingo is hiring for a public-sector client in Alberta and is seeking an experienced Senior IT Change Manager / Senior Business & Change Management Analyst to support complex technology, business transformation, process improvement, and organizational change initiatives.

Role Overview The Senior Business and Change Management Analyst will provide strategic business analysis, organizational change management, process improvement, business intelligence, and application support services. The successful candidate will work closely with business stakeholders, leadership, project managers, technical teams, and other project resources to identify business needs, develop practical solutions, improve business processes, and support successful adoption of new systems and organizational initiatives.
The role will involve approximately 60% Business Analysis and 40% Change Management , although these priorities may shift depending on project requirements.
Key Responsibilities
Business Analysis & Project Delivery
- Lead and support projects from initiation through implementation and post-deployment stabilization .
- Conduct discovery sessions, stakeholder interviews, workshops, and business needs assessments.
- Elicit, analyze, document, and validate business, functional, and technical requirements .
- Develop business cases, process maps, user stories, use cases, requirements documentation, and other project deliverables.
- Review current-state processes and develop future-state solutions to improve efficiency, effectiveness, and service quality.
- Perform business process re-engineering and identify opportunities for continuous improvement.
- Support the development, enhancement, testing, implementation, and maintenance of business applications.
- Collaborate with project managers, technical resources, business stakeholders, and project teams to ensure solutions align with business objectives.
- Facilitate UAT, business readiness assessments, implementation activities, and post-implementation support .
- Assist project managers with identifying risks, issues,
dependencies, and mitigation strategies.
- Develop and present options, recommendations, and implementation approaches to senior leadership and decision-makers.
Organizational Change Management
- Develop and execute change management strategies and plans to support successful adoption of new processes, systems, and organizational initiatives.
- Conduct stakeholder analysis and change impact assessments .
- Assess organizational readiness, adoption risks, resistance factors, and training requirements.
- Partner with business leaders, sponsors, and project teams to build awareness, commitment, and support for change.
- Develop communication and stakeholder engagement plans throughout the change lifecycle.
- Support resistance management, coaching, training, and reinforcement activities.
- Develop sponsor roadmaps and engagement strategies.
- Facilitate change-related workshops, presentations, and discussions.
- Monitor adoption, utilization, proficiency, and organizational readiness.
- Identify opportunities to improve sustainability and long-term adoption of implemented solutions.
Operational Support & Continuous Improvement
- Support operational initiatives and ensure alignment with organizational strategies and priorities.
- Analyze business performance measures and identify opportunities for process and service improvement.
- Provide recommendations to leadership to support informed decision-making.
- Contribute to business and operational planning.
- Support continuous improvement initiatives.
- Analyze business processes, systems, and services and recommend practical improvements.
- Prepare executive-level presentations, recommendations, options, and implementation approaches.
Required Qualifications
- University degree in Business Administration, Commerce, Public Administration, Organizational Development, Change Management, Information Systems , or a related discipline.
- Minimum 4 years of progressively responsible experience in business analysis, organizational change management, project delivery, process improvement, or related areas.
- Certified Business Analyst (IIBA) or equivalent .
- Certified Change Management Skilled , such as:
- Prosci Certified Change Practitioner
- ACMP
- CMI
- APMG Change Management Practitioner
- Equivalent recognized certification
Preferred Experience Preference will be given to candidates with experience in:
- Prosci ADKAR, ACMP, Kotter ,
or other recognized change management methodologies.
- Business process mapping, process engineering, re-engineering, and continuous improvement.
- Value Stream Mapping .
- Stakeholder engagement and communications planning.
- Training strategy and training material development.
- Complex business application development, enhancement, and support.
- Agile, Scrum, Waterfall, and Hybrid project delivery.
- UAT, business readiness assessments, and implementation planning.
- Developing and presenting recommendations to senior executives and decision-makers.
- Public-sector environments and regulatory frameworks.
- Business intelligence, reporting, performance measurement, and data-driven decision-making.
Ideal Candidate The ideal candidate will be a strategic and highly collaborative professional who can operate comfortably between business, technology, project delivery, and organizational change . You should be able to:

- Communicate effectively through written documentation, presentations, workshops, and executive briefings.
Work Arrangement This is primarily an onsite position in Edmonton, Alberta . Occasional remote work may be permitted with reasonable notice.
Candidates must reside in Alberta for the duration of the contract.
When working remotely, all project data must remain within Canada.
