Position Overview
Reporting to the Chief Administrative Officer, the Senior Procurement Associate will provide procurement advice, coordination and hands-on support across CDEV’s procurement activities. The role will help ensure that purchasing and contracting activities are conducted in a transparent, fair, well-documented and policy-compliant manner, with particular attention to procurement policies and expectations applicable to federal Crown corporations.
The Senior Procurement
Associate will support business units through the full procurement lifecycle, including planning, solicitation strategy, request for proposal processes, evaluation support,
contract award documentation, supplier engagement and continuous improvement of procurement practices.
Responsibilities
- Lead and support procurement activities across the organization, including procurement planning, sourcing strategies, solicitation documents, evaluations, approvals, awards and file documentation.
- Advise internal clients on procurement requirements, policy obligations, risk considerations and appropriate procurement approaches for goods and services.
- Support the development and administration of RFPs, RFQs and other competitive procurement processes, including drafting procurement documents, coordinating vendor questions and addenda, and supporting evaluation committees.
- Review procurement files to help ensure transparency, fairness, value for money, appropriate approvals and compliance with policies applicable to federal Crown corporations.
- Prepare procurement-related briefing materials, recommendations, evaluation summaries, award documentation and records of decision for management review.
- Support contract award, vendor notification, supplier debriefings and transition to contract administration, working with business units and legal or finance colleagues as required.
- Identify opportunities to improve procurement tools, templates, processes and guidance to strengthen consistency, efficiency and governance across CDEV.
The selected candidate will be based in Toronto or Ottawa, currently with a hybrid work option.
Needed Skills
- Strong knowledge of procurement policies, practices and governance expectations applicable to federal Crown corporations, including public-sector transparency, fairness, value-for-money and documentation requirements.
- Experience with procurement in the financial services or related sectors, including professional services procurement would be considered an asset.
- Experience advising internal clients on procurement strategy, sourcing options,
solicitation design, evaluation approaches, risk management and contract award processes.
- Practical experience supporting RFPs, RFQs, standing offers, vendor communications, evaluation committees, procurement files, contract administration and supplier debriefings.
- Ability to interpret procurement requirements and translate them into clear, practical guidance for business units and senior leaders.
- Sound judgment, attention to detail and the ability to manage multiple procurement files in a fast-paced, commercially oriented environment.
Required Skills and Qualifications
- Post-secondary education in business administration, supply chain management, public administration, finance, law or a related discipline, or an equivalent combination of education and experience.
- Several years of progressive procurement, sourcing, contracting or supply chain experience, preferably in a federal Crown corporation, public-sector, broader public-sector or regulated environment.
- Demonstrated experience supporting competitive procurement processes, including RFP planning, drafting, evaluation support, approvals, award recommendations and procurement file documentation.
- Knowledge of federal procurement policy frameworks, trade agreement considerations, conflict of interest principles, contract management practices and supplier relationship management.
- Strong written and verbal communication skills, including the ability to prepare clear procurement documents, briefing materials, recommendations and records of decision.
- High degree of professionalism, discretion and integrity, with a commitment to ethical procurement and sound stewardship of public resources.
- Bilingualism in English and French is considered an asset.
