The Specialist, Category Management, provides specialized procurement, strategic sourcing, and category management expertise in support of complex provincial procurement initiatives and supplier management activities. The role applies advanced procurement knowledge, market analysis, and category management practices to develop sourcing recommendations, support negotiations, mitigate risk, and optimize value across assigned portfolios.

Working with clinical, operational, and business partners, the Specialist supports high-value and complex procurement initiatives by evaluating market conditions, supplier capabilities, business requirements, and clinical priorities. The role exercises independent skilled judgment to provide procurement advice, develop sourcing recommendations, influence procurement outcomes, and support organizational objectives related to cost, quality, clinical effectiveness, sustainability, and supplier performance.

Duties/Accountabilities

- Facilitate engagement with clinical, operational, and business partners to support procurement decisions, resolve competing requirements, and build alignment on sourcing recommendations and procurement outcomes.
- Provide subject matter expertise and advice related to strategic sourcing, category management, supplier management, and contract lifecycle management within assigned portfolios.
- Communicate procurement project updates, risks, issues, and recommendations to clients, internal partners, and leadership to support procurement activities and decision-making.




- Coordinate and manage assigned procurement activities associated with complex and high-value sourcing initiatives, including procurement planning, development of solicitation documents, supplier evaluation processes, and recommendations supporting contract award decisions.
- Develop sourcing recommendations for assigned categories through conducting spend analysis, market research, benchmarking, supplier assessments, and evaluation of operational and clinical requirements.
- Contribute to the development and implementation of category and spend strategies through the analysis of spend patterns, market conditions, supplier capabilities, and business and clinical requirements.
- Support strategic sourcing plans across assigned categories and apply value and sustainable based procurement principles.
- Analyze complex procurement and category management issues by balancing cost, quality, risk, sustainability, and clinical considerations. Provide recommendations and insights to support procurement objectives, risk mitigation strategies, category management decisions, long-term planning, and value creation opportunities.
- Coordinate procurement and sourcing activities from planning through implementation, including the development of supplier selection criteria, RFQ/RFP documentation, and evaluation frameworks to support competitive procurement processes.
- Support the implementation of sustainable purchasing practices by promoting the integration of ESGI (Environmental, Social, Governance, Indigenous) considerations throughout the source to pay process.
- Liaises between Category Management, ESGI, suppliers, and internal partners to address inquiries,



resolve issues, and identify opportunities related to sustainable procurement practices.
- Participates in negotiations by preparing cost models, scenario analysis, and other relevant data. Assists in ensuring contracts reflect agreed terms and supports transition to implementation.
- Monitor and track supplier performance, compliance and utilization using KPIs, scorecards and feedback mechanism to drive continuous improvement, support sustainability, enhance cost efficiency and align with clinical outcome goals.
- Identify and support improvements that enhance category performance, service delivery, and operational effectiveness.

Qualifications A level of education, training, and experience equivalent to a Bachelor’s Degree in Business Administration or related field, combined with a professional designation in Category, Procurement or Supply Chain Management. A minimum of five (5) of progressively responsible experience within Procurement and/or contracting services is required. Equivalent experience and training in Indigenous organizations an asset and consideration.
