Horizon School Division invites applications from experienced, progressive, and skilled leaders to assume the permanent, full-time role of Superintendent of Finance Services/Chief Financial Officer (CFO).

Reporting directly to the Director of Education/CEO, the CFO plays a critical role in the executive leadership team, shaping and executing the financial strategy of the school division while serving as Corporate Secretary to the Board of Education.

The Division The Horizon School Division office is located approximately 100 km east of Saskatoon in the thriving community of Humboldt, Saskatchewan. The Division serves approximately 6,660 students in 32 communities. This progressive Board is recognized for its strong support of small schools, commitment to professional growth, high levels of staff engagement, innovative practices, and sound fiscal management.

The Division is located on Treaty 6 and Treaty 4 territory and includes 42 schools, with partnerships involving seven First Nation Authorities. Horizon School Division also operates the first provincially operated school located on George Gordon First Nation.

The Role The CFO provides strategic leadership and oversight across all corporate financial functions, ensuring fiscal responsibility, transparency, and operational alignment with educational priorities.

Key Responsibilities Include:

- Financial Management & Budgeting: Directing all multi-year budget preparation, financial analysis, resource allocation, and continuous budget monitoring across the division.
- Accounting & Reporting: Overseeing internal control design, external financial reporting, and strict adherence to accounting standards.
- Governance Support: Serving as Corporate Secretary to the Board of Education,



providing policy-driven governance counsel and strategic support to the Board and Director of Education.
- Risk & Strategy: Leading enterprise risk management, analyzing educational funding models, and anticipating financial trends to develop proactive, innovative solutions.
- Team Leadership: Providing effective supervision, evaluation, and mentorship to central financial services staff.

Requirements The successful candidate must possess:

- Education: An undergraduate degree in Commerce, Business Administration, or an equivalent field.
- Qualified Designation: Possession and maintenance of a recognized professional accounting designation (e.g., CPA).
- Professional Membership: Eligibility and qualification for membership with the Saskatchewan Association of School Business Officials (SASBO).
- Leadership Experience: Demonstrated exemplary leadership and supervisory experience in a complex organizational setting.
- Technical Proficiency: Sound working knowledge of automated accounting software applications and enterprise financial systems.

- Financial & Accounting Expertise: Superior working knowledge of financial reporting practices and Public Sector Accounting Board (PSAB) standards.
- Governance & Leadership Experience: Demonstrated ability to support a Board of Education within a policy-driven governance framework.




- Saskatchewan Education Insight: Deep understanding of the Saskatchewan K�12 education sector, including relevant provincial legislation, funding models, capital and operating budget processes, and educational programming supports.
- Analytical Vision: A track record of analyzing complex financial trends, producing accurate projections, and introducing innovative fiscal strategies.
- Collaborative Communication: Outstanding verbal and written communication skills with a proven ability to build and sustain strong relationships with operational leaders, school-based staff, and community stakeholders.
