City of Kelowna is located at Kelowna International Airport. The company is currently looking for applications for the role of Senior Manager, Communications, Marketing, and Government Relations. We are seeking a self-disciplined individual with exceptional interpersonal skills. The chosen applicant will be required to join and begin their duties as soon as possible. The candidate will be responsible for leading the development and successful delivery of comprehensive, multi-year, and multi-channel marketing and communications strategies and annual plans aligned with business and community impact goals, organizational values, and strategic priorities.

The candidate will be responsible for developing, executing, measuring, and optimizing integrated marketing communications plans to promote services, products, and technology releases.

The candidate will be responsible for developing and maintaining marketing communications plans, including messaging and creative strategy, training materials, collateral, advertising plans, and digital content in partnership with stakeholders.

The candidate will be responsible for overseeing execution of marketing and communications strategies to ensure engaging content across websites, social media, press releases, and marketing materials.

The candidate will be responsible for preparing and presenting strategic updates and marketing performance reports to senior leadership.

The candidate will be responsible for directing a team of designers, writers, videographers, and photographers to ensure brand consistency and message alignment.

The candidate will be responsible for monitoring and analysing marketing and communication metrics to assess effectiveness and make adjustments.

The candidate will be responsible for collaborating with internal teams and external partners to develop targeted campaigns aligned with organisational goals.

The candidate will be responsible for evolving the passenger marketing communications toolkit and processes to improve efficiency and leverage technology.

The candidate will be responsible for developing the strategy and yearly calendar for passenger‑facing promotions.

The candidate will be responsible for conducting market analysis, competitive intelligence, and passenger segmentation to inform marketing strategies.

The candidate will be responsible for researching, evaluating, and staying up to date on evolving marketing tools and trends, including AI.

The candidate will be responsible for overseeing the development and execution of public engagement strategies.

The candidate will be responsible for overseeing the development and distribution of internal and external communications.

The candidate will be responsible for managing public relations, media relations, and digital communications, including the design, development, and delivery of printed and digital materials.

The candidate will be responsible for managing media relations, acting as a key point of contact, responding to enquiries, arranging news conferences and interviews, organising public relations events, and preparing spokespersons.

The candidate will be responsible for monitoring and analysing media coverage and industry trends to inform communication strategies.

The candidate will be responsible for researching and providing strategic guidance on correspondence, including briefings and speeches for the CEO and management.

The candidate will be responsible for overseeing the planning and coordination of large events to promote the organisation and its offerings.

The candidate will be responsible for providing professional support and coaching to staff, including key messaging and media training.

The candidate will be responsible for managing and enhancing the Airport’s brand identity, ensuring consistent branding across all communication channels and alignment with the City of Kelowna’s Brand.

The candidate will be responsible for ensuring compliance and providing direction on appropriate name usage and brand application.

The candidate must manage crisis communications and develop strategies to address reputational risks.

The candidate will be responsible for developing and maintaining emergency and crisis communication plans for the Airport.

The candidate will be responsible for participating in Emergency Coordination Centre (ECC)



activities to support management of airport emergency incidents.

The candidate will be responsible for acting as the primary spokesperson during incidents and coordinating with emergency response teams and airport leadership to ensure accurate and timely public information.

The candidate will be responsible for serving as the liaison between the airport and media outlets, preparing press releases and statements, and coordinating press conferences.

The candidate will be responsible for managing media access to the airport during incidents, ensuring safety and compliance.

The candidate will be responsible for overseeing external brand and reputational management by conducting environmental and media scans and keeping senior leadership informed of potential issues.

The candidate will be responsible for acting as a liaison and facilitator between municipal, provincial/territorial, and federal governments and other stakeholders to ensure effective communication, collaboration, and coordination on various issues.

The candidate will be responsible for developing and implementing strategies, managing relationships, and providing advice to advance Airport priorities within the intergovernmental landscape.

The candidate will be responsible for providing expert advice to senior management on intergovernmental relations, including developing strategies to enhance partnerships and ensure alignment with organisational priorities.

The candidate will be responsible for building and maintaining strong relationships with government representatives, Indigenous communities, and other relevant organisations.

The candidate will be responsible for facilitating communication and collaboration between government levels, advocating for organisational priorities, and communicating the Airport’s position on various issues.

The candidate will be responsible for analysing federal and provincial policies, legislative changes, and program developments to assess their impact on the organization and its priorities.

The candidate will be responsible for coordinating logistics and administrative support for intergovernmental meetings, conferences, and events.

The candidate will be responsible for conducting research and analysis on emerging trends, government activities, and politically sensitive issues to support decision-making.

The candidate will be responsible for ensuring compliance with relevant legislation and reporting on the progress and outcomes of intergovernmental initiatives.

The candidate will be responsible for providing advice and guidance on matters of protocol and etiquette for intergovernmental interactions.

The candidate will be responsible for representing the organization at meetings, conferences, and other forums with government representatives and stakeholders.

The candidate must lead and support a marketing and communications team focused on delivering service excellence.

The candidate will be responsible for leading, directing, supervising, and mentoring employees, managing performance and development, making hiring, discipline, and dismissal recommendations, and allocating resources.

The candidate will be responsible for participating in the budget planning process and overseeing the budget for communications, marketing, and intergovernmental initiatives.

The candidate will be responsible for defining key performance indicators (KPIs) and success metrics for YLW and its marketing initiatives, and tracking, reporting, and optimising performance.

The candidate may perform additional duties as required.

Job Requirements

The candidate must hold an undergraduate degree in communications, marketing, public relations, or a related discipline, or an equivalent combination of education and experience.

The candidate must have a minimum of 8 years of directly related experience in communications, marketing, branding, public relations, and government relations.

The candidate must have at least 5 years of supervisory or management experience, including leading teams in complex or regulated environments.

The candidate must hold or be able to obtain an Accredited Airport Executive (AAE) designation or Airport Management Professional Accreditation Programme (AMPAP) within 3 years.





The candidate must have a proven track record of managing successful marketing campaigns.

The candidate must have experience developing and implementing strategic communications, intergovernmental, stakeholder, and advocacy plans that advance organisational policy objectives.

The candidate must have experience making presentations to large groups.

The candidate may have experience in airport, aviation, or local government settings, which would be an asset.

The candidate must demonstrate knowledge of communication and marketing principles as they relate to strategic corporate communications, issues management, and media relations.

The candidate must understand effective communication methods, including developing communication plans and targeting messages to different audiences for specific purposes.

The candidate must have digital marketing expertise, including proficiency in social media management, email marketing, and other digital marketing tools.

The candidate must have knowledge of government structures and processes, including understanding how different levels of government operate and how decisions are made.

The candidate must have a strong understanding of the political and policy landscape.

The candidate must have knowledge of human resources management, labour relations, supervisory and managerial techniques, and principles.

The candidate must have knowledge of financial management, procurement, and contract management.

The candidate must be familiar with Airport and City of Kelowna values and support an ethical, supportive, and respectful workplace culture that champions equity, diversity, and inclusion.

The candidate is required to apply strategic thinking to support organisational goals and priorities.

The candidate must demonstrate creative skills, including the ability to develop engaging content and marketing materials.

The candidate must have the ability to analyse data and track campaign performance for optimisation.

The candidate must be able to analyse complex information, identify issues, and develop effective solutions.

The candidate must demonstrate exceptional interpersonal skills, including courtesy, professionalism, and diplomacy when dealing with internal and external customers.
